FY2016 Capacity Building Assistance Program in Mongolia: PKO (Civil Engineering)Mongolia

Dispatch Project

Outline of Program

Period1 August - 9 September 2016
LocationJoint Training Centre of Mongolian Armed Forces at Five Hills, Central province
Delegation • One official from Capacity Building Assistance Office
• 19 GSDF officers
Recipient • 20 officers Mongolian Army 014 unit
• One instructor from Defense College of Mongolia
• One officer from another engineering unit

First implemented in 2014, the Japan Ministry of Defense and the JSDF have now completed our long-term road construction training program for the engineer unit of the Mongolian Army.
The Mongolian Army engineer unit, which only learnt how to use the surveying instruments in in 2014, was able to successfully apply the skills they had learnt and completed the survey works with very little assistance from the GSDF this year. Where one year earlier they had found it difficult to construct different road layers, this year they constructed the layers in half the time.
The final course in the training program focused on asphalt pavement techniques. The Mongolian trainee group divided into four teams; site supervisors; a survey team; an asphalt finisher team; and a manual work team. The trainees learnt the role of each team and cooperated with each other well to complete the construction of a training road under the guidance of GSDF officers. At the beginning of September in Mongolia, temperatures can sometimes drop as low as 10 degrees Celsius with light rain. Even under these conditions, the trainees showed commitment to their work, while paying attention to the asphalt temperature and compacting speed.
We celebrated the successful completion of this long-term training program with a completion ceremony. During the ceremony Japan's Parliamentary Vice-Minister Kobayashi and Mongolia's State Secretary Baysaikhan commented that it was impressive to see Japan and Mongolia working together to create something.
Through implementing five training programs across three fiscal-year periods, including two programs held in Japan, our bilateral cooperative Defense relationship with Mongolia has borne fruit. You can see the past projects via the links below.
