On June 2, 2024, for about 10 minutes from 10:10 a.m. (local time), Minister of Defense Kihara, visiting Singapore to attend the 21st IISS Asian Security Conference (Shangri-La Conference), held a meeting with Ukrainian Defense Minister Umerov, as outlined below.

  1. At the beginning of the meeting, Minister Kihara expressed his pleasure at the opportunity to hold talks with Minister Umerov, following the Japan-Ukraine Defense Ministers' VTC meeting held in April this year.
  2. He also reiterated his respect for the courage and perseverance of the Ukrainian people who, under the leadership of President Zelensky and Minister Umerov, are standing up to defend their homeland and freedom in the face of continued Russian aggression.
  3. Minister Umerov once again expressed his deep appreciation for the Ministry of Defense and the Self-Defense Forces' provision of equipment and acceptance of wounded soldiers.

  4. The aggression by Russia violates the sovereignty and territorial integrity of Ukraine and is a serious violation of international law, including the UN Charter, which prohibits the use of force, and such unilateral attempts to change the status quo by force are unacceptable acts.
  5. The Ministry of Defense and the Self-Defense Forces will continue to support Ukraine as much as possible in cooperation with the international community.
