Agenda:A4P (Action for Peacekeeping) and A4P+, Effective Coordination with the United Nations

  • Plenary speeches regarding A4P and A4P+, and effective coordination between the U.N. and member states for successful PKO activities, were given by guest speakers from the U.N. Headquarters.
  • Subsequently, presentations were delivered by participating member states sharing their respective experience in A4P+ and coordination with the U.N.
  • From Japan, the International Peace Cooperation Activities Training Unit, JGSDF delivered a presentation highlighting some successful examples of effective coordination between Japan and the U.N.

2nd WPS Seminar

Agenda:Promoting Women’s Participation in the United Nations Peacekeeping Operations

  • The address by a guest speaker, Deputy Military Advisor in the Office of Military Affairs, Department of Peace Operations further enhanced member states’ understanding about WPS.
  • Vietnamese female peacekeepers shared their experience from the field and provided additional perspectives to member states.

 

A4P(Action for Peacekeeping)

: Launched by United Nations Secretary-General Antonio Guterres in May 2018. In September 2018, the “Declaration of Shared Commitments” was announced at a high-level meeting in the fields of

① politics,

WPS (Women, Peace and Security),

③ protection,

④ safety and security,

⑤ performance and accountability,

⑥ peacebuilding and sustaining peace,

⑦ partnerships,

⑧ conduct of peacekeepers and peacekeeping operations.

 

A4P+

:The implementation strategy of A4P for 2021-2023. It focusses on the following key priorities to improve the overall efficiency and effectiveness of peacekeeping operations.

① collective coherence behind a political strategy

② strategic and operational integration

③ capabilities and mindsets

④ accountability to peacekeepers

⑤ accountability of peacekeepers

⑥ strategic communications

⑦ cooperation with host countries

The Women, Peace, and Security (WPS) Agenda and innovative, data-driven and technology-enabled peacekeeping will be mainstreamed across the above seven priorities as crosscutting priorities.

 

WPS(Women, Peace and Security)

: In 2000, a landmark UN Security Council Resolution 1325 on WPS (Women, Peace and Security) which indicates that women’s equal participation, protection from sexual violence during the conflicts, and gender equality are necessary for international peace, conflict prevention, and conflict resolution was adopted.
