Today, the Ministry of Defense (MOD) decided to commence a study on responsive space launch capabilities in order to ensure the stable use of the space domain by the Japan Self-Defense Forces (JSDF). The MOD/JSDF has initiatives under way to strengthen its capabilities in the space domain. The study will be conducted alongside these efforts. In the event that some of the artificial satellites we use are lost, such as in a contingency, it will be a security imperative to swiftly restore their functions. The United States has succeeded in executing a responsive launch within 24 hours of receiving the notice to launch. The ability to rapidly access space is becoming increasingly important. There are various possibilities for developing the necessary launch capabilities, by which I mean rocket performance, manufacturing methods, launch methods, among other capabilities. This is not a challenge that the MOD can solve alone. Through this study, we will seek a broad range of ideas for launch capabilities that draw on the technological capabilities and ingenuity of the space industry. The world of space launch has entered an era of profound transformation. We hope this study will drive the development of new, internationally competitive systems in Japan. This initiative has significant potential to become one of the model cases for investments in reinforcing Japan’s defense capabilities that contribute to economic growth. In particular, I encourage those in Japan’s space industry to fully leverage their technological capabilities, creativity, and ability to challenge themselves. Although this project itself may be a small step for the MOD, I expect that it will mark a major leap forward for Japan’s space industry. That concludes my opening remarks.
