A short while ago, I held a meeting with Minister of Health, Labour and Welfare Ueno. With a view to reinforcing the combat trauma care capabilities of the Self-Defense Force (SDF) medical force, I requested the establishment of a stronger framework of cooperation between the Ministry of Defense and the Ministry of Health, Labour and Welfare (MHLW). Specifically, I requested cooperation in reviewing how the SDF units’ first aid capabilities at the front line can be strengthened. This is an issue that was raised by members of the Special Boarding Unit during my visit yesterday to the Maritime Self-Defense Force’s Etajima Area. In addition, I requested information and advice necessary to review how the SDF can coordinate with civilian medical institutions in responding to cases where personnel injured during a contingency cannot be treated at SDF hospitals alone. I also asked for referrals to civilian medical institutions that could serve as potential training sites for enhancing the combat trauma care capabilities of SDF medical officers and other personnel, as well as for the sharing of expertise and networks with relevant organizations related to the stockpiling of pharmaceuticals and medical equipment and supplies required for combat trauma care. Beyond these areas, I requested continued cooperation in a wide range of fields for strengthening the functions of the SDF medical force. Minister Ueno responded encouragingly that the MHLW would be pleased to cooperate. Going forward, we intend to establish a defense and health, labour and welfare council at the administrative vice minister level. We also intend to continue holding discussions between the two ministers, like the one we held today. As Defense Minister, I will continue to advance necessary measures with a sense of urgency to ensure that the SDF is an organization that places the world’s highest priority on protecting the lives of personnel.
