A short while ago, an earthquake measuring a maximum seismic intensity of 7 struck Kumamoto Prefecture. In response, I issued the following three instructions as Minister of Defense. First, based on the instructions issued by the Prime Minister at 4:29 p.m. today, and bearing in mind that extensive damage has already occurred, I instructed the Ground, Maritime, and Air Self-Defense Forces to coordinate and work earnestly, placing the highest priority on saving lives. Second, in light of the tsunami advisory currently in effect, I instructed the Ministry of Defense (MOD) and the Self-Defense Forces (SDF) to promptly assess the extent of the damage caused by the earthquake, including damage caused by any tsunamis, and to gather information by every available means in close coordination with relevant ministries, agencies, and local governments. Third, I instructed the MOD/SDF to inform the public about evacuations, damage, and other related matters in a timely and accurate manner. These are the three instructions I issued as Minister of Defense. I would also like to brief you on the activities currently being conducted by the SDF. Three F-2 fighter aircraft from Tsuiki Air Base are now gathering information. Helicopters from Nyutabaru, Omura, Metabaru, and Takayubaru are also currently gathering information. In addition, liaison officers are being dispatched to local governments. Liaison officers are being dispatched to four prefectural governments: Kumamoto, Fukuoka, Nagasaki, and Saga.
