On November 2, 2025, Defense Minister Koizumi, visiting Malaysia to attend the 12th ASEAN Defense Minister’s Meeting-Plus (ADMM-Plus), held a meeting with Minister of National Defence of Lao People’s democratic Republic, H.E. Lieutenant General Khamlieng Outhakaisone. The summary of the meeting is as follows:

At the outset of the meeting, Minister Koizumi and Minister Khamlieng signed the revised version of the Memorandum between Japan and Laos on Cooperation and Exchanges in the Field of Defense. Minister Koizumi stated his thoughts that Japan and Laos should further strengthen their bilateral defense cooperation, based on the “Comprehensive Strategic Partnership” that was elevated earlier this year, on the occasion of the 70th anniversary of the establishment of diplomatic relations between the two countries
- The two Ministers, based on the revised Memorandum, discussed the ways to further promote cooperation in the Humanitarian Assistance/Disaster Relief area, which both countries attach particular emphasis on. In order to steadily implement these measures, the two Ministers also concurred to convene a Vice-Ministerial level meeting at a timing appropriate for both sides and deepen discussions between the defense authorities.
- The two Ministers concurred to further advance Japan-Laos defense cooperation.
