From yesterday through today, I visited Camp Bihoro, Vice-Camp Shibetsu, and Camp Bekkai of the Ground Self-Defense Force (GSDF), as well as Abashiri Sub Base and Nemuro Sub Base of the Air Self-Defense Force. Later, I will also visit GSDF Camp Kushiro. When we talk of Japan’s security environment in recent years, the tendency has been to focus on the southwestern region. In fact, however, Russia has continued to conduct active military operations even in the Hokkaido area, including the eastern part of Hokkaido that I visited. There was also an intrusion of territorial airspace last September. During this visit, I was able to see firsthand the situation of the units at the so-called front lines of Japan’s northern defense. Earlier, I observed training demonstrations and other activities as well. At each training site, I saw up close how each personnel are diligently conducting demanding duties in a highly tense environment and with a noble sense of mission. This was very encouraging. In addition, I witnessed how personnel were making efforts to maintain and improve their military strength in Hokkaido’s favorable training environment, and how they were carrying out their activities with the understanding and support of the local community. Above all, I visited the sites to assess the situation and challenges related to the treatment and living environment of personnel who are fulfilling their duties on the front lines. The personnel are diligently engaged in their duties day and night, and such demanding duties place a significant burden, both physically and mentally. It is important to create an environment where they can focus on their duties without concern. During this visit, I was able to directly hear the personnel’s opinions and listen to voices from the field in order to create such an environment. Based on the findings from this visit, we will accelerate the necessary deliberations for our FY2026 budget request to ensure that all personnel working in regional areas, including the eastern Hokkaido area, can further benefit from improvements in treatment and the living environment. In addition, in order to support the life planning of Self-Defense Force personnel who retire at an early age, we will expedite deliberations on increasing the allowance for personnel retiring at an early age. I have instructed these two points to the relevant departments. In the face of ever-changing duties, we will create an environment where each personnel can work with pride, honor, and peace of mind. Through this visit, I have strongly reaffirmed my determination, as Minister of Defense, to take the lead in taking all possible measures to achieve this most important task.
