I have an announcement regarding the use of AI at the Ministry of Defense (MOD). Today, the MOD formulated the “Guidelines on Responsible Application of AI in the Research and Development of Defense Equipment.” As science and technology make rapid advances, the utility of AI is driving the increasing use of AI in civilian and security sectors in the international community. The MOD, too, intends to utilize AI to maintain and strengthen Japan’s defense capabilities as we adapt to new ways of warfare and the rapidly declining population. As such, last July, the MOD formulated the “Ministry of Defense Basic Policy on Promoting the Utilization of AI,” which comprehensively presents the MOD’s stance on AI use. Under the Basic Policy, the Guidelines formulated today place focus on research and development among the numerous settings in which AI is used, and are intended to serve as guidelines for conducting research and development of responsible AI equipment. The Guidelines are in line with the discussions in the international arena and ensure that the benefits of AI can be maximized while reducing accompanying risks. There are two objectives in presenting these Guidelines. The first is to contribute to appropriate risk management across all research and development programs at the MOD. The second is to help provide predictability to businesses seeking to participate in the research and development of equipment, which in turn is expected to further promote the use of AI in equipment. The MOD intends to advance research and development of responsible AI equipment in accordance with the Guidelines that were formulated today.
