Today, the “Bill to Partially Amending the Act for Establishment of the Ministry of Defense” was approved by the Cabinet. The bill is for taking necessary measures to facilitate the smooth execution of Self-Defense Forces (SDF) missions in light of the most severe and complex security environment since the end of World War II. Specifically, it includes: first, various measures for the fundamental reinforcement of human resource base building on the basic policy compiled at the relevant ministerial meeting at the end of last year; second, the development of a system that can more effectively execute SDF missions, including the establishment and realignment of SDF units and others; and third, the strengthening of cooperation with like-minded countries among others, such as development of provisions related to Acquisition and Cross-Servicing Agreement (ACSA). On the details and necessity of the act, we will strive to provide careful explanations, and aim for early passage in the Diet. The fundamental reinforcement of human resource base building on the basic policy is as already decided and explained.
