Defense Minister Kihara Minoru visited Vietnam on August 6.

1 Flower Offering at Ho Chi Minh Mausoleum
Minister Kihara offered flowers at Ho Chi Minh Mausoleum.
2 Japan-Viet Nam Defense Ministers’ Meeting
Defense Minister Kihara held a Defense Ministers’ Meeting with Minister Giang. Both Ministers concurred to further strengthen Japan-Viet Nam defense cooperation and exchanges.
3 Signed documents exchange ceremony
Minister Kihara and Minister Giang exchanged a Memorandum of Implementation (MOI) and a Letter of Arrangement (LOA) concerning the transfer of decommissioned material handling vehicles, which is the first case of defense equipment transfer between Japan and Viet Nam.
4 Visit to Military Technical Academy
Minister Kihara visited Military Technical Academy where he met with the graduates of the National Defense Academy.
5 Visit to the transfer site of anti-corrosion pre-treatment processing technology
Minister Kihara visited a factory to which Japanese anti-corrosion pre-treatment processing technology was transferred in December 2023.
6 Courtesy Call on Prime Minister Chinh
Minister Kihara paid a courtesy call on H.E. Mr. Pham Minh Chinh, Prime Minister of the Socialist Republic of Viet Nam. At the outset of the meeting, Minister Kihara stated his condolences on the passing of H.E. Dr. Nguyen Phu Trong, the late General Secretary of the Communist Party of the Socialist Republic of Viet Nam. Minister Kihara stated that he would like to further strengthen Japan-Viet Nam defense cooperation, based on the discussions with Minister Giang earlier that day.
