I would like to state about the crash of the Maritime Self-Defense Force (MSDF) helicopters. With regard to the crash of the MSDF helicopters, the Ministry of Defense (MOD) and the Self-Defense Forces (SDF), in cooperation with the U.S. Navy, have been making all efforts to search for the seven missing personnel and the helicopters. At the same time, since the accident occurred, we have been making every effort to investigate the cause of the crash. Recently, we conducted primary analysis of the recovered flight data recorders. Based on the results, no data has been confirmed indicating any abnormalities in the flight conditions and the helicopters prior to the accident in terms of flight parameters including course, speed, and altitude, or specifications such as the engine. In addition, the flight recorders of the two helicopters recorded a sudden and large impact at the same time in the same location. Although further investigation is necessary to determine the cause of the collision, it was identified that the crash was caused by a collision between the two helicopters. After the accident, we had suspended training flights of the MSDF’s SH-60K and other aircraft of the same type, except for missions. However, based on the results of this analysis, we have decided to lift the suspension for training flights involving a single aircraft without any risk of collision from tomorrow, May 3. Since the accident occurred, based on my instructions, we have thoroughly conducted pre- and post-flight inspections, education for pilots on safety management and emergency procedures, and provision of guidance for each unit. We will continue to thoroughly implement these inspections, education, and guidance. Japan is surrounded by water on all sides. Maritime defense is extremely important, even a momentary lapse is unacceptable. We will ensure that the skill level of our crew members is maintained through training flights, whose suspension we have decided to partially lift. Meanwhile, the MOD/SDF will also continue to make all efforts to protect the Japanese people’s lives, assets, territorial land, waters, and airspace with their high capabilities and readiness.
