Signing of Terms of Reference between the Ministry of Defense of Japan and the Department of National Defense of the Republic of the Philippines concerning the Humanitarian Assistance and Disaster Relief Activities of the Japan Self-Defense Forces in the Republic of the Philippines

1. On February 9, 2023, Mr. Oka, Vice Minister of Defense for International Affairs, signed “Terms of Reference (TOR) between the Ministry of Defense of Japan and the Department of National Defense of the Republic of the Philippines concerning the Humanitarian Assistance and Disaster Relief Activities of the Japan Self-Defense Forces in the Republic of the Philippines.”
2. The TOR simplifies the process for Japan Self-Defense Forces (JSDF) to visit the Philippines for the activities related to Humanitarian Assistance/Disaster Relief (HA/DR).
3. Ministry of Defense/JSDF will continue to deepen Japan-Philippines defense cooperation and exchanges to uphold and reinforce the Free and Open Indo-Pacific.
