Monitoring and surveillance activities by Canada against illicit maritime activities including ship-to-ship transfers

1. Royal Canadian Navy frigate OTTAWA will engage in monitoring and surveillance activities against illicit maritime activities, including ship-to-ship transfers with North Korean-flagged vessels prohibited by the UNSCRs, from the end of August. This is the third time since last year that a Royal Canadian Navy vessel conducts such activities in the waters surrounding Japan, including the East China Sea.

2. Furthermore, Australia has decided to engage in monitoring and surveillance activities for the fifth time since last year by aircraft against illicit maritime activities, including ship-to-ship transfers with North Korean-flagged vessels prohibited by the UNSCRs, based in Kadena Air Base subject to UN SOFA, from the beginning of September.

3. Japan welcomes these activities from the viewpoint of ensuring effective implementation of the relevant UNSCRs while maintaining the solidarity of the international community for the realization of North Korea’s dismantlement of all WMDs and ballistic missiles of all ranges in a complete, verifiable, and irreversible manner.

4. The Japan Maritime Self-Defense Force is also conducting information gathering activities for vessels suspected to be in the violation of the UNSCRs, and Japan will work closely with related countries.
