Canadian Commander of the CTC and Commandant of the PSTC visits the JPC

On December 10, 2019, Canada’s Commander of the Combat Training Centre (CTC), Col. Cayle Oberwarth and Commandant of the Peace Support Training Centre (PSTC), Lt. Col. Jacques Allain visited the Japan Peacekeeping Training and Research Center (JPC).
 The JPC’s Chief Training and Research Officer and Commander of the International Peace Cooperation Activities Training Unit, Ground Self-Defense Force, briefed them on the respective organizations, followed by opinion exchange. Col. Oberwarth expressed hope for further deepened exchanges between the two nations in the area of UN peacekeeping operations.

Ethiopian Head of Peacekeeping Centre and Commandant of PSTI visits the JPC

On December 5, 2019, Ethiopia’s Head of Peacekeeping Centre, Maj. Gen. Deriba Mekonnen Hateu and Commandant of Peace Support Training Institute (PSTI), Col. Elias Seyoum Abrha visited the Japan Peacekeeping Training and Research Center (JPC).
 The JPC’s Chief Training and Research Officer and Executive Research Fellow briefed them on the center, followed by opinion exchange, where Maj. Gen. Deriba expressed hope for further deepened exchanges between the two nations in the area of UN peacekeeping operations.

Attendance at the Civil-Military Relations Course in Sweden

 From November 9 to 17, 2019, Maj. KAWATA Seigo of the Japan Peacekeeping Training and Research Center (JPC) attended the Civil-Military Relations Course at the Swedish Armed Forces International Centre (SWEDINT) located near the Swedish capital of Stockholm. Through the course, Maj. KAWATA learned the background of international peace activities related to not only the UN but the regional organizations as well as the nature of and the coordination between the military and civilians.
 The JPC will reflect the results achieved through this course on its training and research.

Attendance at the International Peace Support Training Forum

 From October 28 to 30, 2019, Director of the Japan Peacekeeping Training and Research Center (JPC), Col. OSADA Eiichiro and other two members of the center attended the International Peace Support Training Forum hosted by the Ethiopian Peace Support Training Institute (PSTI).
 This forum is aimed at improvement of training through opinion exchange on international peacekeeping activities training and capacity building, and strengthened ties among training centers. In the forum, the JPC gave a presentation titled “Japan MOD/SDF’s efforts in the United Nations Triangular Partnership Project” and exchanged opinions with other participants.
 The results achieved from this forum will be reflected on the future training and research of the JPC.

Participation in the IAPTC annual conference

 From October 7 to 10, 2019, Col. OSADA Eiichiro, Director of the Japan Peacekeeping Training and Research Center (JPC) and anther officer of the center attended the 25th annual conference of the International Association of Peacekeeping Training Centers (IPATC).
 Through this conference, they learned the latest trends in peacekeeping operations which would contribute to the JPC’s research and training, shared information and reinforced coordination with relevant institutions of other nations.
 Those who also attended the conference were Col. SATO Kazuyuki, Commander of the International Peace Cooperation Activities Training Unit (IPCATU), Ground Self-Defense Force; person in charge of the matter from the Ministry of Foreign Affairs; and SHINODA Hideaki, Professor at Graduate School of Global Studies, Tokyo University of Foreign Studies and Director of the Hiroshima Peacebuilders Center.

The 2nd Peace Operations Workshop

 On October 1, 2019, the Japan Peacekeeping Training and Research Center (JPC) held the 2nd Peace Operations Workshop, inviting INOUE Mika, Associate Professor at the Department of Global Communications, Toyo Gakuen University and Chigumi Kawaguchi, visiting Research Fellow at the Center for Global Innovation Studies, Toyo University, as lecturers.
 This workshop is aimed at acquiring knowledge necessary for research on international peacekeeping operations, and gathered around 20 people including from the Secretariat of the International Peace Cooperation HQ of the Cabinet Office, the National Institute for Defense Studies, the Joint Staff and the Ground Staff Office as well as the JCP.
 In the workshop, Ms. INOUE and Ms. KAWAGUCHI lectured on “the UN’s and the African Union’s efforts and Japan’s possible support”, followed by Q & A and opinion exchange between the attendants.
 The JPC will reflect the takeaways from this workshop on its future education and research activities.

Participation in the Exercise Equateur 2019

 From September 21 to October 5, 2019, the Joint Staff participated in Exercise Equateur 2019 hosted by the Armed Forces in New Caledonia.
 The participant from the Japan Peacekeeping Training and Research Center (JPC) was research officer Maj. ARAI Takuya, who improved his capability for multinational coordination and promoted mutual understanding and trust between participating countries.
 The JPC will reflect the takeaways from this exercise on its future education and research activities.

Visit of the Vietnam DPKO Deputy Director

 On August 5, 2019, Senior Colonel Nguyen Nhu Canh, Deputy director of the Vietnam Department of Peacekeeping Operations (VNDPKO) and five others, who were visiting Japan’s Ministry of Defense for the preparatory meeting for the ADMM-Plus (ASEAN Defense Minister’s Meeting-Plus) Experts’ Working Group on Peacekeeping Operations, paid a visit to the Japan Peacekeeping Training and Research Center (JPC) for a curtesy call on the Center’s Director and opinion exchange.
 It was the third time that the JPC had welcomed Vietnamese officers following the September 2016 visit by a group of trainees from Vietnam’s Ministry of National Defense.
While exchanging opinions on the United Nations peacekeeping operations, Senior Colonel Nguyen expressed his hope for further deepened cooperation between the two countries in such operations.

The first Peace Operations Workshop

 On June 24, 2019, the Japan Peacekeeping Training and Research Center (JPC) held the first Peace Operations Workshop with HONDA Tomoaki, research fellow at the Canon Institute for Global Studies and NISHIDA Ippeita, senior research fellow at the Sasakawa Peace Foundation, invited as lecturers.
 This workshop is aimed at acquiring knowledge necessary for research on international peacekeeping operations and gathered around 20 people including from the National Institute for Defense Studies and the Joint Staff as well as the JCP personnel.
 In the workshop, Mr. HONDA lectured on Australia’s involvement in peacekeeping operations, and Mr. NISHIDA on the Netherlands’ and Europe’s involvement, followed by Q & As and opinion exchange among the attendants.
 The JPC will reflect the takeaways from this workshop on its future education and research activities.

Director General of Cameroon’s EIFORCES visits JPC

 On June 5, 2019, Cameroon’s Brig. Gen. Andre Patrice Bitote, Director General of the International School of Security Forces (EIFORCES*) and 25 other officers paid their first visit to the Japan Peacekeeping Training and Research Center (JPC), which was welcomed by Rear Adm. IZUMI Hiroyuki, Vice commandant of the Joint Staff College, and JPC staff.
 JPC director, Col. KONDO Rikiya gave a briefing on the JPC as well as the Joint Staff College, and Brig. Gen. Bitote briefed on the EIFORCES, then they exchanged their opinions. After that, opinion exchange with Lt. Col. URAGAMI Norihisa, associate professor at the National Defense Academy, was also held.
 In the opinion exchange, Brig. Gen. Bitote and Dr. Pierre Ndzengue, Cameroon’s ambassador to Japan, expressed their expectation for further deepened exchanges between the two nations in the field of international peacekeeping activities.

Visit to the JPC by the Commandant of the German UN Training Centre

 On May 15, 2019, as part of the Japan-Germany defense exchanges program, Col. Werner Klaffus, Commandant of the German Armed Forces United Nations Training Centre (DEU UN TC) visited the Japan Peacekeeping training and research Center (JPC).
 Capt. TAKAHASHI Hidenori from the Defense Plans and Policy Department (J-5), Joint Staff gave a briefing on Japan Self-Defense Forces and its international peacekeeping activities, while EBISAWA Bun-e, Executive Research Fellow at the JPC gave an overview of the center. Col. Klafuss then briefed on the DEU UN TC.
 After the briefings, they exchanged opinions and Col. Klaffus expressed his hope for a deepened engagement between the two nations in the field of international peacekeeping activities.
 Col. Klaffus also experienced Sado (Japanese tea-ceremony), one of the nation’s cultural activities and toured the Ichigaya Memorial Hall.

Visit of the deputy director, DMTC, Department of National Defence of Canada

 On April 23, 2019, Veronique Fortin, deputy director of the Directorate of Military Training and Cooperation (DMTC), Canadian Department of National Defence and three other officers visited the Japan Peacekeeping Training and Research Center (JPC).
 EBISAWA Bun-e, Executive Research Fellow at the JPC gave an overview of the center and Maj. NOGUCHI Daisuke of the International Peace Cooperation Activities Training Unit (IPCATU), Ground Self-Defense Force briefed her on the unit, while Ms. Fortin gave them an overview of the DMTC.
 After the briefings, they exchanged their views and Ms. Fortin expressed hope for a deepened relationship between the two nations in the field of international peacekeeping activities.

Participation in the AAPTC annual meeting

 From April 22 to 27, 2019, Col. KONDO Rikiya, Director of the Japan Peacekeeping Training and Research Center (JPC) and a research officer at the center attended the annual meeting of the Association of Asia-Pacific Peace Operations Training Centers (AAPTC) in Bangkok, Thailand, where they exchanged views with participants from 23 nations who are engaged in international peacekeeping operations.
 The JPC will continue to make the most of such opportunities to reinforce the relationship of trust and cooperation with its partners in the Asia-Pacific region.

Participation in the Gender Mainstreaming Course in Malaysia

From March 18 to 22, 2019, Col. YAMAMOTO Ken, a senior research officer at the Japan Peacekeeping Training and Research Center (JPC) attended the gender mainstreaming course at the Malaysian Peacekeeping Centre (MPC).
 This course has made Col. Yamamoto enhance his knowledge on gender-related policies and functions of the United Nations required for peacekeeping operations.
 The JPC will utilize this knowledge for its future training and research activities as well as to further improve the capabilities of its personnel.

Undersecretary of Foreign Affairs of Uruguay Visited the JPC

 On 6 March 2019, Mr. Ariel Bergamino, Undersecretary of Foreign Affairs of Uruguay visited the Japan Peacekeeping Training and Research Center (JPC) accompanied by four personnel. Following an office call on the Director of the JPC, they received an overview briefing on the training activities of the JPC.
 Mr. Bergamino expressed hope for further deepening bilateral relationship between the two countries in the field of international peacekeeping activities.

Participation in the overseas training including at the United Nations HQ

 From February 24 to March 1, 2019, Col. KONDO Rikiya, Director of the Japan Peacekeeping Training and Research Center (JPC) along with two others, participated in the overseas training including at the United Nations Headquarters in New York, USA.
 During this training, he visited UN HQ as well as the Permanent Mission of Japan to the United Nations, the United Nations Children’s Fund (UNICEF) and the United Nations University Centre for Policy Research (UNU-CPR) to exchange views on the latest information regarding the UN peace cooperation activities.

Participation in the Regional Meeting in Hawaii

From 5 to 6 February 2019, LtCol NAKAI Kei, a research officer of the Japan Peacekeeping Training and Research Center (JPC) participated in the Regional PKO Capability and Capacity Building Technical Work Group Meeting held in Hawaii, and exchanged information and opinions with other participants about each country’s PKO center activities, UN priorities in the peacekeeping operations, and current and expected future contribution to PKO capacity building assistance.
