  • Send-off Ceremony for JS Takanami

    On June 6, the 54th Deployment Surface Force for Counter-Piracy Enforcement, JS TAKANAMI, departed its home port of Yokosuka for the Middle East to commence its mission under the watchful support of families, relatives, and all those who stand behind our mission.

    The unit will conduct a relief-in-place with the currently deployed JS YUDACHI and carry out operations off the coast of Somalia and in the Gulf of Aden. Its mission includes protecting commercial vessels from piracy, ensuring the safety of sea lanes, and collecting information in the Middle East region.

    The Ministry of Defense and the Self-Defense Forces will continue to contribute to peace and stability in the international community, including the Middle East.

  • Regarding the Visit of the JJOC Commander to Yokota Air Base

    On 26 May 2026, Admiral Tawara, Commander, Japan Self-Defense Forces Joint Operations Command(JJOC) visited Yokota Air Base, at the invitation of U.S. Air Force Lt. Gen Stephen Jost, Commander of U.S. Forces, Japan(USFJ), to discuss regional security and receive a briefing on the transformation of U.S. Forces Japan into a Joint Force Headquarters.

    The JJOC will continue to strengthen the deterrence and response capabilities of the Japan-U. S. Alliance and play an even greater role for the defense of Japan and regional peace and stability by further strengthening cooperation with U.S. Forces including the USFJ.

  • Regarding cooperation with allied and friendly countries

    The JSDF Joint Operations Command(JJOC) held a coordination meeting for the Japan-U. S. Bilateral Joint Field Training Exercise Keen Sword from May 18 to 22.

    At this session, various coordination efforts were conducted to further strengthen cooperation with allies and like-minded countries and to ensure the smooth implementation of cross-domain operations across the electromagnetic spectrum, space and cyber, for the field training exercise scheduled to be held in October.

    The JJOC and U.S. INDOPACOM will continue to strengthen the deterrence and response capabilities of the Japan-U. S. Alliance and play an even greater role for the defense of Japan and regional peace and stability.

  • Joint Operations Command Talks (JOCT)

    On 14 May, Admiral Tawara , Commander, JSDF Joint Operation Command met with Major General McAslan, DSD, Deputy Chief of Joint Operations (DCJOPS), Australia.

    On the same day, Lieutenant General Fujioka, Deputy Commander, JJOC, held Joint Operations Command Talks (JOCT) with Major General McAslan, DCJOPS. During the talks, the two sides held discussions in accordance with the outcomes of Japan-Australia Defense Ministerial Meeting on 18 Apr and as instructed by the Prime Ministers of both countries in Japan-Australia Leaders’ Meeting on 4 May.

    Lieutenant General Fujioka and Major General McAslan agreed to continuously hold JOCT on a regular basis and to further enhance operational-level cooperation, with a focus on efforts to promote peace and stability in the Indo-Pacific region.

  • Participation in the U.S.- Philippines hosted Multinational Exercise BALIKATAN 26

    The JSDF Joint Operations Command(JJOC) conducted information dissemination-related activities together with participating countries, including the Philippines and the United States, during the Philippine-hosted Multilateral Exercise #Balikatan2026 from 18 April to 9 May.

    Working shoulder to shoulder, we built trust and promoted mutual understanding through face-to-face coordination and shared situational awareness with allies and like-minded countries.

    The JJOC will continue to engage in information dissemination-related activities and make efforts to further strengthen and develop cross-domain capabilities.

  • ADMM-Plus Experts’ Working Group on HA/DR

    The JSDF Joint Operations Command(JJOC) participated in the Final Planning Conference held by ADMM-Plus Experts’ Working Group on HA/DR in preparation for the field training exercise in Indonesia from 4 to 7 May.

    The conference focused on confirming requirements and conducting activities, including a site survey, in preparation for the field training exercise scheduled for September. It also served as an opportunity for detailed coordination among staff officers at the working level.

    The JJOC will continue to contribute to strengthening defense cooperation with ASEAN member states and partner nations through various opportunities.

  • Meeting with the Commander Canadian Joint Operations Command (CJOC).

    On 23 April 2026, ADM Tawara Tateki, Commander, Japan Self-Defense Forces Joint Operations Command (JJOC) held a meeting with LGen Steve Boivin, Commander, Canadian Joint Operations Command (CJOC). The two commanders shared recognition on strategic environment in the Indo-Pacific from respective view points, and affirmed that they will strengthen alignment through training and exercises such as the U.S.-Philippines-hosted multinational joint exercise BALIKATAN and Exercise KEEN SWORD.

    Canada shares fundamental values and strategic interests with Japan and is a special strategic cooperative partner in the Indo-Pacific region, where the strategic environment is becoming increasingly severe. Japan and Canada are aligned to further strengthen relationship between the defense authorities and deepening defense cooperation to realize a “Free and Open Indo-Pacific”.

    This is the first visit of CJOC Commander to JJOC since its establishment in March 2025. Both commanders expressed appreciation for mutual support to date, and agreed to continue to further strengthen relations between defense authorities going forward through defense cooperation and exchange between the two countries.

  • Participation in the U.S.-Philippines hosted Multinational Exercise BALIKATAN 26

    Rear AdmiralYokota, Deputy Director of Operations, JSDF Joint Operations Command, attended the opening ceremony of the Multilateral Exercise Balikatan 26 hosted by the U.S. and the Philippines.

    He also participated in the Senior Leaders Seminar and paid a courtesy call to Mr.Kazuya Endo, Special Envoy of Japan to the Philippines.

    Following on from meeting in March,he met with personnel related Joint Force to exchange opinions among the relevant countries and the maintenance and improvement of joint operation capabilities for Cross Domain Operations.

  • Meeting with the Commander of U.S. Forces Japan

    On 17 April 2026, Admiral Tawara, Commander, Japan Self-Defense Forces Joint Operations Command (JJOC) received an office call from Lieutenant General Jost, Commander, United States Forces Japan (USFJ), and held talks with him.

    ADM Tawara welcomed the visit of Lt Gen Jost, and expressed appreciation for his dedication to JJOC, which was established in March 2025, and the both commanders agreed to further strengthen our cooperation in a variety of areas under the Japan-U.S. Security Arrangements with ADM Tawara, new commander, JJOC appointed on March 23, 2026 and Lt Gen Jost, who became the dedicated USFJ Commander from March 24, 2026.

    Based on talks between the two commanders, JJOC will further strengthen coordination with USFJ Headquarters. Furthermore, with Japan and the United States at its core, JJOC will advance cooperation with regional partners. This will ensure timely, appropriate, and reliable responses to the most severe and complex security environment since the end of the WWII.

  • Regarding the meeting with the Commander of the U.S. Pacific Fleet

    On 14 April 2026,Admiral TAWARA Tateki, JSDF Joint Operations Command(JJOC), received a courtesy call from Admiral Koehler, Commander, U.S. Pacific Fleet (PACFLT).

    The U.S. is the ally that shares fundamental values and strategic interests with Japan. Under the Japan–U.S. Security Arrangements, both countries have agreed to further strengthen relations between their defense authorities in the Indo‑Pacific region, where the strategic environment is becoming increasingly severe, and to further deepen cooperation toward the realization of a “Free and Open Indo‑Pacific.”

    This was ADM Koehler’s first visit to JJOC since ADM Tawara has assumed his position as the new commander of JJOC. The two commanders discussed the outcome of previous efforts since JJOC was established in March 2026, sharing recognition on strategic environment in the Indo-Pacific region. Both commanders agreed to continue to further strengthen relations between Japan and the U.S., under the new JJOC Commander ADM, through various fields and activities between the two countries.

    On March 26, 2026, LTG Fujioka, the Deputy Commander, Japan Self-Defense Forces Joint Operations Command (DC-JJOC) received a courtesy call from Brigadier General Kelvin W. Gallman, Deputy Commander, United States Forces Japan (DC-USFJ), and held talks with him.

    DC-JJOC welcomed the visit of DC-USFJ, and expressed appreciation for his dedication to JJOC, which was established in March 2025, and the both Deputy commanders agreed to further strengthen our cooperation in a variety of areas under the Japan-U.S. Security Arrangements under ADM Tawara, new commander, JJOC appointed on March 23, 2026.

    On March 18, 2026, VADM Tawara, the Deputy Commander, Japan Self-Defense Forces Joint Operations Command (DC-JJOC) received a courtesy call from Brigadier General Patrick Vaglio, Head of South Bilateral Cooperation Division, Joint Military Staff, France, and held talks with him.

    France is the only EU member state that maintains a sustained engagement constant military presence in the Indo-Pacific region, with territories across the Indian Ocean and the Pacific Ocean. It also historically has had a close relationship with Japan and is positioned as a Japan’s close partner in defense.

    DC-JJOC welcomed the visit of Space Commander, Air and Space Force, French Space Command. DC-JJOC emphasized that Japan will further strengthen its deterrence and response capabilities by enhancing its joint operations capabilities and  by strengthening cooperation and collaboration with allies and like-minded nations. Both of them agreed to continue promoting and coordinating defense cooperation and exchanges between Japan and France, since the security of the Indo-Pacific and the Euro-Atlantic is inseparable.

    JJOC will steadily enhance the joint operations capabilities, while proactively committing to defense cooperation and exchanges between Japan and France.

    On March 10, 2026, GEN Nagumo, Japan Self-Defense Forces Joint Operations Command(JJOC) held a meeting with Lieutenant General (Army), Jose Antonio Agüero Martínez, Commander, the Operations Command, Spanish Armed Forces via VTC.

    Japan and Spain signed the Memorandum on Defense Cooperation and Exchanges between the Ministry of Defense of Japan and the Ministry of Defense of the Kingdom of Spain. Furthermore, in 2018, "Joint Press Statement of the Ministry of Defense of Japan and the Ministry of Defense of the Kingdom of Spain on Defense Cooperation" and "Joint Statement on Strategic Partnership between the Government of Japan and the Government of the Kingdom of Spain" were released, further strengthening defense ties between the two countries.

    Spain is a strategic partner that shares fundamental values with Japan. The two countries have agreed to further enhance the relationship between their defense authorities based on the Japan-Spain Memorandum on Defense Cooperation and Exchanges signed in 2014. The Self-Defense Forces and the Spanish Armed Forces have promoted mutual understanding through counter-piracy exercises and joint Japan-Germany-Spain training exercises last year. In addition, defense cooperation is being further deepened to realize a “free and open Indo-Pacific”.

    On February 24, 2026, General Nagumo, the Commander, Japan Self-Defense Forces Joint Operations Command (JJOC) received a courtesy call from Lieutenant General Eric Peltier, Deputy Director General for International Relations and Strategy (DGRIS), and held talks with him.

    France is the only EU member state that maintains a constant military presence in the Indo-Pacific region, with territories across the Indian Ocean and the Pacific Ocean. It also historically has had a close relationship with Japan and is positioned as a Japan’s close partner in defense.

    Japan and France have maintained close defense cooperation and exchanges conducted by respective military services since long ago. In June 2019, the Agreement between the Government of Japan and the Government of the French Republic on the concerning reciprocal provision of supplies and between the Japan Self-Defense Forces and the Armed Forces of the French Republic (commonly known as the Japan-France ACSA) entered into force. Japan and France are effectively promoting the strengthening of collaboration.

    Both sides shared their assessments of the international situation and their respective regional circumstances, taking into account the outcomes of the Japan-Pacific Island Countries Defense Ministers' Meeting (JPIDD) held on the 23rd. They also reaffirmed that the security of the Indo-Pacific and the Euro-Atlantic is inseparable, and that the strategic significance of Japan-EU cooperation and Japan-NATO cooperation is expanding. They agreed to continue promoting and coordinating defense cooperation and exchanges between Japan and France.

    JJOC will continue to actively engage in bilateral and multilateral defense cooperation and exchanges based on the multilateral and multilayered defense cooperation strategically promoted by the Ministry of Defense (MOD)/the Self Defense Forces (SDF). We will contribute to creating a desirable security environment, including the realization of a Free and Open Indo-Pacific (FOIP).

  • Meeting between Gen Nagumo, Commander of the Japan-Self defense forces Joint Operations and Mr. Gijs TUINMAN State Secretary of Defense, The Kingdom of the Netherlands

    On January 16, 2026 at the Japan Self-Defense Forces Joint Operations Command(JJOC), Gen Nagumo, the commander of JJOC(C-JJOC) and Mr. Gijs Tuinman, State Secretary of Defense, the Kingdom of the Netherlands, held talks regarding Japan-Netherlands defense cooperation and exchanges.

    The Netherlands has a historical relationship with Japan that is over 400 years old and is a strategic partner that shares fundamental values with Japan. Based on the Japan-Netherlands Memorandum on Defence Cooperation and Exchanges signed in 2016, the two countries has been promoting bilateral relations between defense authorities. C-JJOC has been strengthening relations with the Armed Forces of the Kingdom of the Netherlands by attending to the opening ceremony for the newly established Netherlands Joint Force Command (NLD JFC) followed by discussions with Major General Johan van Deventer, Commander of the Netherlands Joint Force Command during his subsequent visit to Japan.

    At the outset, both sides confirmed the achievements of Japan-Netherlands defense cooperation and exchanges to date. They particularly noted that the Netherlands‘ enhanced engagements in the Indo-Pacific region, demonstrated in a tangible manner, further strengthens Japan-Netherlands coordination against attempts to unilaterally change the status quo by force or coercion. They confirmed that this contributes to peace and stability in both regions, given the inseparable nature of security in the Euro-Atlantic and Indo-Pacific regions.

    The signing of the Agreement between the Government of Japan and the Government of the Kingdom of the Netherlands Concerning Reciprocal Provision of Supplies and Services between the Self-Defense Forces of Japan and the Armed Forces of the Kingdom of the Netherlands (“Acquisition and Cross-Servicing Agreement”, or ACSA) in December last year marked a further progress in Japan-Netherlands defense cooperation and exchanges. To promote future bilateral defense cooperation and exchanges, both sides shared their assessments of the international situation and their respective regional situations, and exchanged frank views on security challenges and other issues.

    Both sides agreed to further strengthen their collaboration against attempts to unilaterally change the status quo through force or coercion, and to further advance bilateral defense cooperation and exchanges.

    JJOC, recognizing the increasingly severe security situation in the Indo-Pacific region and furthermore the Indo-Pacific and Euro-Atlantic are inseparable and indivisible, will strengthen cooperation with like-minded nations, including the Netherlands to ensure timely, appropriate, and reliable responses to the most severe and complex security environment since the end of the war.

  • Regarding the Video Conference between the Commander, the Japan Self-Defense Forces Joint Operations Command and the Australia’s Chief of Joint Operations

    On 17 December 2025, General Nagumo, Commander, the Japan Self-Defense Forces Joint Operations Command (JJOC) held a video teleconference (VTC) with Vice Admiral Justin Jones AO CSC RAN, Australia’s Chief of Joint Operations. This followed the important discussions held on 7 December 2025, between Minister of Defense of Japan Koizumi Shinjiro and Deputy Prime Minister and Minister for Defence of Australia the Hon Richard Marles MP, with regard to Japan-Australia defense relations and the security environment impacting our shared interests. At that time GEN UCHIKURA, Chief of Staff, Japan Joint Staff and Admiral David Johnston AC RAN, Chief of the Defence Force were present. This VTC was conducted with the aim of further enhancing coordination by the top commanders in charge of joint operations between Japan and Australia.

    At the outset, General Nagumo reaffirmed the content of the Japan-Australia Defense Ministers' Meeting held on December 7. He particularly emphasized the establishment of the Framework for Strategic Defence Coordination (FSDC). Both leaders shared their recognition that aligned with the vision set out in the 2022 Joint Declaration on Security Cooperation (JDSC), the FSDC will greatly elevate “Special Strategic Partnership” between Japan and Australia.

    Both leaders also discussed regional security environment. General Nagumo briefed the radar illumination incident that occurred on 6th December when Chinese military aircraft intermittently illuminated radar against JASDF fighters. They held a frank exchange of views on the rapidly turning harsher security situation in the Indo-Pacific region.

    Both leaders reaffirmed the importance of continued trilateral cooperation between Japan, Australia and the United States, to strengthen deterrence and response capabilities in the Indo-Pacific region and ensure effective collaboration at all levels and in all situations, from peacetime to contingencies.

    JJOC will make its effort for Japan and Australia to function as a central pillar of coordination among like-minded countries and continuously work closely with the United States and other partners. In addition, JJOC will contribute to deterring and preventing conflicts by rigorously commanding integrated operations and demonstrating advanced cross-domain operational capabilities, thereby promoting peace, stability, and prosperity in the Indo-Pacific region.

    Maj Gen SAITO Kazunori, Director General, Intelligence Department, JJOC visited the U.S. Indo-Pacific Command HQ and other relevant HQs for the first time as JJOC Intelligence Director General from 1 - 2 December 2025 and held discussions with the U.S. Indo-Pacific Command J2 and respective directors.

    They mutually confirmed future exercise and intelligence cooperation.

    We will continue to work closely together to evolve our interoperability.

  • Meeting with Lieutenant General Stephen F. Jost, Commander, United States Forces Japan, and Commander, Fifth Air Force, Pacific Air Forces

    On November 26, the Commander, Japan Self-Defense Forces Joint Operations Command (C-JJOC) exchanged views on Japan-U. S. bilateral cooperation, including joint operational structure under the most severe and complex security environment since the end of World War II , with Lieutenant General Stephen F. Jost, Commander, United States Forces Japan, and Commander, Fifth Air Force, Pacific Air Forces, Yokota Air Base, Japan.

    First and foremost, C-JJOC emphasized that he is currently taking the lead , based on Japan's strategy, particular in enhancing cross-domain operational capabilities(Cross-domain operations involve organically integrating capabilities across space, cyberspace, and the electromagnetic spectrum, as well as across land, sea, and air domains, to amplify overall capabilities through synergistic effects) and strengthening the command and control capabilities of joint operations(C-JJOC centrally commands major units of the Ground, Maritime, and Air Self-Defense Forces, as well as units operating in space and cyberspace, on a day-to-day basis, enabling the rapid establishment of flexible defense postures tailored to the situation and its evolution).

    Both Commanders candidly exchanged and shared the views on increasingly severe security situation in the Indo-Pacific. Based on the concurrence between the two leaders at Japan-U.S. summit meeting on October 28, and Japan-U.S. Defense Ministerial Meeting October 29, the Commanders confirmed their shared responsibility for concrete implementation of the concurred items and that they will demonstrate strong leadership to further strengthen deterrence and response capabilities of the Alliance, which is “the greatest alliance in the world”.

    Furthermore, with regard to upgrading respective command and control frameworks, they confirmed tangible progress in the upgrade of U.S. Forces Japan and implementation of the Japan Self-Defense Forces Joint Operations Command (JJOC). They also agreed to continue vigorously advancing these initiatives.

    Based on the discussions between the two commanders, JJOC will further strengthen coordination with the U.S. Forces Japan Headquarters. Furthermore, with Japan and the United States at its core, it will advance cooperation—including information sharing and operational aspects—with regional partners such as Australia, South Korea, and the Philippines. This will ensure timely, appropriate, and reliable responses to the most severe and complex security environment since the end of the war.

  • Regarding the Meeting with Major General Rob KRUSHKA, MNZM, Commander, Joint Forces New Zealand

    On November 5, the Commander, Japan Self-Defense Forces Joint Operations Command (C-JJOC) received a courtesy call from Major General Rob Krushka, Commander, Joint Forces New Zealand and held a discussion.

    New Zealand shares fundamental values with Japan and is an important strategic partner in the Indo-Pacific region where the strategic environment is growing increasingly challenging.
     Based on the “Statement of Intent on Defense Cooperation in the Pacific Island Region Regarding Maritime Security, Humanitarian Assistance and Disaster Relief, and Climate Change” signed in June 2023, the two countries have been promoting their defense cooperation and exchanges in the Pacific Island Region.
     C-JJOC welcomed the visit of Major General Rob KRUSHKA, Commander, Joint Forces New Zealand to JJOC. C-JJOC also emphasized that Japan will further strengthen its deterrence and response capabilities by enhancing its joint operations capabilities, including cross-domain operations of the Self-Defense Forces, and by strengthening cooperation and collaboration with allies and like-minded nations, based on Japan’s National Security Strateg and National Defense Strategy.
     C-JJOC welcomed the steady progress on strengthening bilateral cooperation and collaboration, including the first bilateral joint training exercise conducted last year. C-JJOC emphasized that it remains important to enhance interoperability through mutual deployments of assets and joint exercises conducted during such opportunities.
     The two commanders shared their situational awareness of the international and regional affairs. They reaffirmed the importance of multilateral defense cooperation and exchanges, agreed to broaden collaboration with allied and like-minded nations that share fundamental values such as democracy and the rule of law, and concurred on their resolve to continue advancing defense cooperation and exchanges to promote security in the Indo-Pacific region and realize a free and open Indo-Pacific (FOIP).
     JJOC will further enhance deterrence and response capabilities through cooperation with allied and like-minded nations, build a security environment that does not tolerate unilateral changes to the status quo by force, and contribute to the realization of a FOIP.

  • Regarding the JJOC-HQJOC J2 discussion

    Maj Gen SAITO Kazunori, Director General, Intelligence Department, JJOC visited Australia’s HQJOC for the first time as JJOC's delegation on 9 October 2025 and held discussions with his counterpart, CDRE Alison Westwood, Director General Intelligence, HQJOC.

    Based on the previous high-level discussions between Japan and Australia, they mutually confirmed the current JJOC-HQJOC operational cooperation state and future cooperation directions.

    On October 24, the Commander, Japan Self-Defense Forces Joint Operations Command (C-JJOC) received a courtesy call from Maj Gen Ulrich Johan Hellebjerg, Chief of Joint Operations, Defence Command Denmark, and held discussions with him.

    Denmark is a strategic partner that shares fundamental values, and we have been building defense exchanges through high-level talks and research exchanges.
     Denmark adopted a new Foreign and Security Policy Strategy in May 2023, emphasizing that NATO is the foundation of Denmark's defense and security policy, positioning the United States as its most important ally, and committing to work with the United States and other partner nations to uphold fundamental values and the rule-based international order.

  • Regarding the Meeting with Major General Johan van DEVENTER, Commander Netherlands Joint Force Command

    On October 24, the Commander, Japan Self-Defense Forces Joint Operations Command (C-JJOC) received a courtesy call from Major General Johan van Deventer, Commander Netherlands Joint Force Command, and held talks with him.

    This year marks the 425th anniversary of Japan-Netherlands relations. The Netherlands is a strategic partner with which Japan shares a historical relationship and fundamental values. Based on the Memorandum of Understanding on Defense Cooperation and Exchange signed in 2016, we are working to further strengthen ties between our defense authorities.
     In September of this year, the Netherlands Armed Forces established a Joint Force Command, enabling our JSDF Joint Operations Command to achieve close coordination in joint operations.
     C-JJOC welcomed the visit to JJOC by Major General Johan van Deventer, Commander Netherlands Joint Force Command (NLD JFC), shortly the establishment of the new NLD JFC. C-JJOC emphasized that such defense cooperation and exchanges between Japan and the Netherlands further strengthen deterrence and response capabilities within the security environment surrounding both nations.

    On October 23, the Commander, Japan Self-Defense Forces Joint Operations Command (C-JJOC) received a courtesy call from Lieutenant General Jean-Michel Meunier, Chief of Joint Operations, and held talks with him.

    France maintains territories in the Indian Ocean and the Pacific Islands region. Based on its Indo-Pacific Strategy launched in 2018 and its Indo-Pacific-focused defense strategy announced in June 2019, it is the only EU member state with a permanent military presence in the Indo-Pacific region and is as a nation located in the Indo-Pacific region, is a special partner with which Japan shares deep historical ties.
     Furthermore, cooperation with France, which wields influence in the region, is indispensable for the Rescue and Transportation of Japanese Nationals and Others Overseas(R/TJNO) in the African region, where an unstable and severe security environment persists.
     Additionally, Japan and France has already accumulated close cooperation and collaboration in all services of army, air, and navy between Japan and France, and agreed to start negotiations for the Japan-France (Reciprocal Access Agreement (RAA) to facilitate the implementation of cooperative activities, thus advancing Japan-France closer defense cooperation and exchanges between both nations.
     C-JJOC welcomed the visit of Lieutenant General Jean-Michel MEUNIER, Chief of Joint Operations.   • Regarding the Meeting with Commander of the Armed Forces of French Polynesia, Commander of the Pacific Ocean and French Polynesia maritime zones

    On October 22, the Commander, Japan Self-Defense Forces Joint Operations Command (C-JJOC) received a courtesy call from Rear admiral Guillaume Pinget, Joint Commander of the French Armed Forces in French Polynesia, and held talks with him.

    France is the only EU member state with territories in the Indian Ocean and the Pacific Islands, maintaining a permanent military presence in the Indo-Pacific region. It is a special partner with deep historical ties to Japan.

    France, which holds overseas territories in the Indo-Pacific, plays a significant role in both the security and stability of the Indo-Pacific region. Since launching its Indo-Pacific Strategy in 2018, France has further strengthened its engagement in the region, actively promoting joint training exercises with the Japan Self-Defense Forces (land, sea, and air) as well as joint training involving the U.S. military and others.

    The Japan Self-Defense Forces are currently conducting the FY2025 Joint Exercise in Japan and its surrounding maritime and airspace, aiming to enhance their joint operational capabilities. Concurrently, the Japan Maritime Self-Defense Force is scheduled to conduct its FY2025 exercise in the surrounding maritime and airspace. This exercise is expected to strengthen cooperation between the Maritime Self-Defense Force and the U.S. Navy, U.S. Marine Corps, the Royal Australian Navy and Air Force, the Royal Canadian Air Force and Navy, the Royal New Zealand Air Force, and the French Navy.

    C-JJOC welcomed the visit of Rear admiral Guillaume Pinget, Joint Commander of the French Armed Forces in French Polynesia. C-JJOC reaffirmed France's status as an Indo-Pacific nation and the importance of France's presence in the South Pacific (New Caledonia, French Polynesia, Wallis and Futuna). C-JJOC emphasized that by enhancing joint operational capabilities, including cross-domain operations by the Self-Defense Forces, and further strengthening cooperation with allies and like-minded nations, including France, it will enhance deterrence and response capabilities in the Indo-Pacific region and contribute to the realization of a free and open Indo-Pacific.

    The two commanders reviewed the contents of the Japan-France cooperation roadmap under the “Special Partnership” established two years ago (2023-2027) and last year's G7 Defense Joint Declaration. Building on these, they shared their respective assessments of the situation, agreed that security in Europe/Atlantic and the Indo-Pacific are inseparable, and exchanged views on further evolving Japan-France defense cooperation and exchanges.

  • Japan Special Operation Forces Forum(JSOFF)2025 by JJOC (JSDF Joint Operations Command)

    September 24-26, JJOC hosted a forum, which brought together SOF stakeholders from the world.

    Through keynote speeches and meetings, participants deepened their mutual understanding and agreed to further strengthen their cooperation.

    JJOC continues strengthening its cooperation with like-minded nations in order to maintain and reinforce a free and open international order based on the rule of law.

  • Regarding the Meeting with the General Hugo Alejandro López Barreto, Chief of the Joint Staff of the Military Forces of Colombia

    On September 24, Commander of the Japan Self-Defense Forces Joint Operations Command (C-JJOC) received a courtesy call from General Hugo Alejandro López Barreto, Chief of the Joint Staff of the Military Forces of Colombia, who was visiting Japan.

    Japan and the Republic of Colombia completed the signing of the Japan-Colombia Memorandum of Defense Cooperation and Exchange in 2016 as a general and comprehensive guideline for deepening defense cooperation and exchanges between the two countries. Since then, based on this memorandum, the Ministry of Defense and the Japan Self-Defense Forces have been advancing concrete defense cooperation and exchange with Colombia.

    Furthermore, as part of its efforts based on the Free and Open Indo-Pacific (FOIP) vision, the Ministry of Defense and the Japan Self-Defense Forces are strengthening defense cooperation and exchanges with nations in Southeast Asia, South Asia, and Pacific island, as well as with those in the Middle East, Africa, Latin America, etc. regions vital to energy security. Last year (2024), an associate professor from the National Defense Academy visited Colombia to deliver lectures on counterterrorism and related topics, advancing defense cooperation and exchanges with Latin American nations, including Colombia.

    C-JJOC welcomed Chief of the Joint Staff of the Colombian Military Forces, and emphasized the need to continue strengthening cooperation to further advance defense cooperation and exchanges between Japan and Colombia, based on the fact that the severer environment of peace and stability in the Indo-Pacific region becoming increasingly significant for both nations and the international community.

    JJOC will strengthen its joint operational capabilities, including cross-domain operations by the Self-Defense Forces, further enhance deterrence and response capabilities through collaboration with allies and partner nations and by establishment of security environment that does not tolerate unilateral changes to the status quo by force, and promote initiatives that contribute to realizing the vision of FOIP.

  • Regarding the VTC discussion with the Chief of Operations of the French Joint Staff

    On September 18, the Commander of JSDF Joint Operations Command(C-JJOC) held a meeting via videoconference with Lieutenant General Jean-Michel MEUNIER, newly appointed Chief of Joint Operations of the French Joint Chiefs of Staff.

    France maintains territories in the Indian Ocean and the Pacific Islands region. Based on its Indo-Pacific-focused defense strategy announced in June 2019, it is the only EU member state with a permanent military presence in the Indo-Pacific region and is a special partner with deep historical ties to Japan.

    Furthermore, cooperation with France, which wields influence in the region, is indispensable for the Rescue and Transportation of Japanese Nationals and Others Overseas(R/TJNO) in the African region, where an unstable and severe security environment persists.

    In recent years, Japan and France have been conducting close defense cooperation and exchanges across all branches of the military—land, sea, and air. Furthermore, the two countries have agreed to commence negotiations on a Japan-France RAA, which will lead to the substantial facilitation of defense cooperation and exchanges. As a result, defense cooperation and exchanges between Japan and France have made significant progress.

    C-JJOC congratulated Lieutenant General Jean-Michel MEUNIER on his new appointment as Chief of Joint Operations at the French Joint Staff Headquarters. He emphasized the continued strengthening of cooperation between the JJOC and the French Joint Staff Headquarters regarding joint operations.

    Recognizing that security in Europe and the Atlantic is inseparable, and a fact that European nations, including France, are placing significant and visible emphasis on the Indo-Pacific region, JJOC will strengthen cooperation with allies and like-minded nations to further enhance deterrence and response capabilities.

  • Strengthening cooperation with allied and friendly nations

    On August 9, Director General of Operations Department of Japan Self-Defense Forces Joint Operations Command (JJOC-J3) visited UK Carrier Strike Group 25 (CSG25), led by HMS Prince of Wales to strengthen cooperation at joint operational level between Japan and UK and welcomed their port call.

    Upon HMS Prince of Wales’ departing from the Tokyo Port on September 2, Operation Highmast is in the turnaround phase now. It was the first time for UK HMS Prince of Wales, the flagship of CSG25, and Norwegian frigate HNoMS Roald Amundsen to drop in at Japan. Visit by CSG25, composed of military ships from UK, Australia, Canada, Norway, and Spain, was a very symbolic occasion to demonstrate strengthened collaboration in the security environment between Japan and European nations.

    CSG25 will visit over 40 countries in the end and travel more than 26,000 nautical miles in total. In order to realise a “Free and Open Indo-Pacific,” Japan Self-Defense Forces conducted various training together with them; Japan Maritime Self-Defense Force’ ship Akebono followed when they departed, and Japan Air Self-Defense Force fighter jets conducted exercise with those of CSG25 in the area surrounding Japan.

    JJOC will continuously strive to further strengthen cooperation day and night with allied and like-minded countries through those activities.

    On September 12, Commander of Japan Self-Defense Forces Joint Operations Command (C-JJOC) held talks with Admiral Stephen T. KOEHLER, Commander of the U.S. Pacific Fleet, who visited JJOC. The two commanders held a frank exchange of views to enhance joint operational capabilities, including cross-domain operations by the Self-Defense Forces, and Japan-U.S. joint response capabilities.

    Both commanders reaffirmed that the Japan-U.S. Alliance remains the cornerstone of peace, security, and prosperity in the Indo-Pacific region and beyond, building on the previous day's talks between C-JJOC and the Commander of U.S. Indo-Pacific Command.

    The two commanders shared their recognition of the increasingly complex situation in the Indo-Pacific region. They confirmed that close cooperation is being maintained through joint Japan-U.S. surveillance and intelligence gathering, as well as the conduct of various exercises and training, and agreed to continue advancing these efforts.

    Furthermore, both commanders emphasized that enhancing deterrence and response capabilities through multilateral cooperation centered on Japan and the United States, including Australia, South Korea, India, the Philippines, and NATO member nations, is critically important for peace and stability in the Indo-Pacific region, and that they will vigorously promote this effort.

    JJOC will continuously work to enhance joint operational capability including Japan-U.S. cross-domain operations, and Japan-U.S. bilateral response capabilities, thus further strengthen deterrence and response capabilities of the Japan-U.S. Alliance, and will promote cooperation in information sharing and operations among regional partners such as Australia , South Korea, and the Philippines with centering Japan and the United States as its core, for the purpose of “Free and Open Indo-Pacific.”

  • Meeting with the Commander of the U.S. Indo-Pacific Command

    On September 11, Commander of Japan Self-Defense Forces Joint Operations Command (C-JJOC) held talks with Admiral Samuel PAPARO, Commander of the U.S. Indo-Pacific Command, who visited JJOC. Previously, the two commanders worked together in various capacities—as Vice Chief of Staff, Joint Staff and Commander of the U.S. Pacific Fleet—to further enhance Japan-U.S. Alliance deterrence and response capabilities. This meeting marked the first discussion between the top commanders each overseeing joint operations. They engaged in a frank exchange of views to enhance joint operations, including cross-domain operations between Japan and the United States.

    First, both commanders reaffirmed and emphasized that the Japan-U.S. Alliance remains the cornerstone of peace, security, and prosperity in the Indo-Pacific region and beyond.

    Both commanders shared their recognition of the increasingly severe and complex security environment. To address this, they agreed that, through strong leadership, their respective forces would enhance their joint operation capabilities.     JJOC will work closely with U.S. Indo-Pacific Command to enhance joint operational capabilities, including cross-domain operations by the Self-Defense Forces, and Japan-U.S. joint response capabilities.   • About attending the ceremony for the completion of the Netherlands Joint Force Command.

    On September 4, Commander of JSDF Joint Operations Command (C-JJOC) visited the Netherlands to attend the opening ceremony for the newly established Netherlands Joint Force Command (NLD JFC). During this visit, he deepened cooperation with VADM Jones, Chief of Joint Operations, Australian Defence Force, Lt Gen Serôdio, Deputy Operational Commander of the Portuguese Armed Forces, MG Karus, Chief of Staff, Joint Headquarters, Estonian Defence Forces, LTG Mead, Deputy Commander, NATO Joint Force Command Brunssum, and BG Guillermo, Director of Management, NATO Joint Force Command Brunssum, among others.

    This year marks the 425th anniversary of Japan-Netherlands relations. The Netherlands is a strategic partner with which Japan shares a historical relationship and fundamental values. Based on the Memorandum of Understanding on Defense Cooperation and Exchange signed in 2016, we are working to further strengthen relations between our defense authorities.

    The Netherlands is strengthening its visible engagement in the Indo-Pacific region, including the deployment of frigates in 2021. Japan welcomes this enhanced Netherlands engagement in the Indo-Pacific region and recognizes the need to further solidify Europe's engagement in the region.

    Both countries agreed to further strengthen their cooperation against any attempts to unilaterally alter the status quo through force or coercion, and to further enhance future defense cooperation and exchanges.

    The establishment of NLD JFC enables close coordination in joint operations with the JSDF Joint Operations Command (JJOC). C-JJOC paid a courtesy call on Gen Eichelsheim, the Netherlands Chief of Defense and Maj Gen van Deventer, the Commander NLD JFC held discussions, shared mutual the situation awareness, and agreed to further strengthen future Japan-Netherlands defense cooperation and exchanges.

    JJOC, recognizing that security in Europe and the Atlantic is inseparable from that in the Indo-Pacific, and noting that European nations—including the Netherlands, which has established a new joint force command—are placing highly visible emphasis on the Indo-Pacific region, will further strengthen coordination with allies and like-minded nations to enhance deterrence and response capabilities.

  • About the meeting with the Commander of the UK Cyber and Special Operations Command.

    On September 2nd 2025, Commander of Japan Self-Defense Forces Joint Operations Command(C-JJOC) received a courtesy call from General James Richard HOCKENHULL, Commander of the UK Cyber and Specialist Operations Command.

    Currently, the UK Carrier Strike Group 25 (CSG25), led by HMS Prince of Wales, is conducting Operation HIGHMAST to deploy into the Indo-Pacific region, including Japan.As part of its activities, CSG25 made port calls to Yokosuka and Tokyo from August 12th to September 2nd.

    As the security environment surrounding Japan has become increasingly severe and uncertain, the Government of Japan welcomed the visit as a demonstration of the commitment by UK and Norway to contribute to the peace and stability in the Indo-Pacific region, with a view to realizing a “Free and Open Indo-Pacific.” It also represented a significant step toward further strengthening Japan’s security as well as Japan-UK and Japan-Norway security and defense cooperation. Furthermore, MOD/SDF will remain committed to proactively contributing to the regional peace and stability in close cooperation with like-minded partners including the UK and Norway who share fundamental values and strategic interests in order to uphold and reinforce a “Free and Open Indo-Pacific” and to tackle global security challenges.

    Thus, this port call has become an important symbol of the strengthened defense cooperation and exchange between Japan and UK.

    During the talks, the two commanders exchanged views on regional situation, agreed to further deepen cooperation between Japan and UK as closest security partners in the Asia and Europe respectively, and shared the recognition that security in Europe and the Atlantic is inseparable from that in the Indo-Pacific.

    Operation HIGHMAST, conducted by CSG25, is strengthening cooperation and trust with the armed forces of countries in the Indo-Pacific region, including Japan, through port calls in Japan and participation in the recent US-Australia-led multinational joint exercise TALISMAN SABER 25. This clearly demonstrates the core European nations, led by the UK, place high priority on the Indo-Pacific region in a visible fashion. JSDF Joint Operations Command will further strengthen cooperation with allies and like-minded nations, including the UK, to enhance deterrence and response capabilities.

  • Regarding the acceptance of Australian Defence Force liaison officers

    On September 1, Commander Clare Randall from the Headquarters Joint Operations Command (HQJOC) of the Australian Defence Force (ADF) arrived at the JSDF Joint Operations Command (JJOC) as the inaugural ADF Liaison Officer.

    Australia is a special strategic partner to Japan in the Indo-Pacific region, sharing not only fundamental values but also strategic security interests, as fellow allies of the United States respectively.

    Both countries agreed to steadily deepen bilateral strategic and security cooperation in line with the “Japan-Australia Joint Declaration on Security Cooperation” issued in 2022.Both countries are now more strategically aligned than ever before. We have agreed to continue expanding defense cooperation across all areas including operations, joint training and exercises, defense equipment and technology cooperation. As part of this effort, we have been continuously enhancing operational coordination between JJOC and HQJOC including the reciprocal dispatches LOs.Since establishing JJOC in this March, the Joint Staff, JSDF, has already dispatched its first LO to HQJOC.This LO dispatch from HQJOC to JJOC will further elevate the operational coordination posture of two commands.Gen Nagumo, Commander, JJOC welcomed Commander Clare Randall and emphasized that the mutual LO would advance JPN-AUS bilateral as well as JPN-AUS-US trilateral operational cooperation and joint training.

    JJOC will fully utilize this new reciprocal LO exchanges between two commands to further strengthen coordination with Australia, the ally and like-minded countries and enhance Japan’s deterrence and response capabilities.

  • About the VTC discussion with the Commander of the Bundeswehr Operations Command

    On August 25, the Commander, the Japan Self-Defense Forces Joint Operations Command(C-JJOC) held a meeting with Lieutenant General Alexander SOLLFRANK, the Commander of the Bundeswehr Joint Force Command via VTC.

    Germany is a partner with which Japan shares fundamental values and cooperates in addressing issues in the international community as a member of the G7 and other organizations. Germany is increasing its involvement in the Indo-Pacific region based on the Indo-Pacific Guidelines formulated in 2020 and since the German naval frigate called on Japan in 2021 to conduct joint training and other activities, has regularly dispatched its ground, maritime and air forces to the region. Japan and Germany have concluded the Japan-Germany Agreement concerning the Transfer of Defence Equipment and Technology and the Japan-Germany General Security of Information Agreement (GSOIA), and the Japan-Germany ACSA came into effect in July 2024. In addition, high-level and other exchanges between the two countries are also progressing, such as the Japan-Germany “2+2”.

    C-JJOC welcomed the fact that the German Armed Forces have recently been increasing their involvement in the Indo-Pacific region and actively engaging in joint training with the Self-Defense Forces and other organizations.Currently, the UK’s Carrier Strike Group (CSG25) is conducting “Operation HIGHMAST” to deploy in the Indo-Pacific region, including Japan. This is a sign that European countries place great importance on the Indo-Pacific region.

  • Participating in Indo-Pacific Irregular Warfare Symposium 2025 by the Director of Operations,JJOC

    On Aug 19-21, Major General Hajime KITAJIMA, Director of Operations (JJ-3) participated in Indo-Pacific Irregular Warfare Symposium 2025 hosted by United States and Thailand at Bangkok.
     During the Symposium, MG KITAJIMA announced Japan’s multilayered approach for peace and stability in the Indo Pacific region in his Keynote Speech, and also participated in Panel Discussion and Bilateral Meetings to discuss their vision for Special Operations with our ally and like-minded countries such as U.S, Australia, the Philippines, Thailand etc for strengthening SOF cooperation.
     Under the recognition that security in the Indo-Pacific regions is indivisible with Japan’s security, JJOC will continue to strengthen cooperation and mutual understanding with like-minded nations.

  • About the discussion with the Commander of the Norwegian Joint Operations

    On August 19, the Commander, Japan Self-Defense Forces Joint Operations Command(C-JJOC) held a meeting with VADM Rune Andersen, Commander, Norwegian Joint Headquarters, who was visiting Japan, at JJOC. C-JJOC welcomed the fact that the Royal Norwegian Navy frigate “KNM Roald Amundsen” had been deployed to the Indo-Pacific region for the first time as part of the UK’s Carrier Strike Group (CSG25) and made its first port call to Japan.
     Norway is a strategic partner that shares fundamental values and principles and has a long history of friendship with Japan . In 2023, Japan and Norway declared a strategic partnership. In addition, Japan has acquired the Joint Strike Missile (JSM), a stand-off missile for F-35A fighter jets, from Norway. In recent years, defense cooperation and exchanges between the two countries have been extremely actively promoted. JJOC, established in March this year, recognizes the importance of this cooperation, and in June, C-JJOC and Commander, Norwegian Joint Headquarters held their first virtual meeting online.
     The fact that the Norwegian Navy is currently participating in “Operation HIGHMAST”, deployed in the Indo-Pacific region including Japan as part of the UK’s Carrier Strike Group (CSG25), demonstrates Norway’s emphasis on the Indo-Pacific region.
     The two commanders shared their views on the regional situation surrounding their respective countries and emphasized the importance of strengthening cooperation between NATO and its partners in the Indo-Pacific region including Japan given that security in Europe, the Atlantic, and the Indo-Pacific are indivisible.   • Regarding the multilateral joint exercise Talisman Sabre 25 hosted by the United States and Australia

    The Commander, JSDF Joint Operations Command (C-JJOC) participated in “Talisman Saber 25”, a Multilateral Exercise organized by the U.S. and Australia to enhance the JSDF's joint operations capabilities, including cross-domain operations, and to strengthen cooperation and mutual trust with the U.S., Australia, and other militaries in the Indo-Pacific region.
     The C-JJOC confirmed the JSDF’s joint operations in this exercise, and the status of cooperation with U.S., Australian, and other forces, and shared his understanding of the situation with the commanders and others of the participating countries. They also agreed to continue to strengthen cooperation.
     The JJOC will do its utmost to enhance the JSDF’s joint operations capabilities, including cross-domain operations, strengthen the deterrence and responding capabilities of the Japan-U.S. alliance, and enhance cooperation with like-minded countries, thereby contributing to peace and stability in the Indo-Pacific region.

  • About the joint training between the Japan Maritime Self-Defense Force destroyer 'Harusame' and the Greek Navy frigate 'PSARA'.

    On July 22, JS HARUSAME(Commanding Officer, Commander Ozawa), the 51st Dispatch of Deployment Surface Force for Counter Piracy Enforcement(DSPE) conducted an exercise with HS PSARA (Hellenic navy asset) . This was the first exercise with Hellenic Navy for DSPE.
     To promote maritime security cooperation, in addition to the counter-piracy operations, the DSPE and the Deployment Air Force for Counter Piracy Enforcement (DAPE) promote defense cooperation with the forces of other countries deployed in Djibouti, which includes making port calls on ports of Middle Eastern costal states, and conducting bilateral/multilateral exercises with the EUNAVFOR in the Gulf of Aden, off the coast of Somalia, and other areas to improve tactical skills and strengthening cooperation with each other.
     JS HARUSAME has been vigorously engaged in defense cooperation and exchange following the exercise with the NAVARRA frigate, flagship of Operation ATALANTA, European Union Naval Force (EUNAVFOR) on July 7. This joint exercise is significant from the perspective of strengthening cooperation with the forces of other countries engaged in counter-piracy operations in the Middle East and maintaining maritime security.

  • Report on the departure of the next dispatch of the anti-piracy action support team commander.

    On July 16, Commander, ,JSDF Joint Operations Command(JJOC) received a report from the commander, the Deployment Support Group for Counter Piracy Enforcement (DGPE), Tanaka Fumihito, Army Colonel, on his departure for Republic of Djibouti, where the SDF base is located, for counter-piracy activities.
     The MOD/JSDF dispatches the Dispatch of the Deployment Surface Force for Counter Piracy Enforcement(DSPE), the Deployment Air Force for Counter Piracy Enforcement (DAPE) and DGPE to carry out counter-piracy operations.The DGPE carries out activities such as maintenance of the installation set up in the northwest district of Djibouti International Airport, which to operate the DAPE.Furthermore the JSDF operation facility in Djibouti, which is being operated for counter-piracy operations, will be utilized for the rescue and transportation of Japanese nationals and others overseas, and added a new mission for counter-piracy unit to maintain a temporary posture for the possible rescue and transportation of Japanese nationals and others overseas, including accumulating and managing equipment.DGPE is an important unit that plays a central role.Tanaka Fumihito, Army Colonel, will lead the unit as the 24th DGPE Commander.
     JJOC will seamlessly take control of the overall situation, including counter-piracy operations and the rescue and transportation of Japanese nationals and others overseas, and will respond immediately to situations, and adapting to the situation with flexibility and sustainability, and work closely cooperation with relevant authorities to ensure a safe and secure response and handling.

  • JXR troop activity inspection

    On July 17, the Commander, JSDF Joint Operations Command(JJOC) visited Ground Component Command Headquarters(Asaka City), JGSDF Eastern Army Headquarters (Asaka City), JMSDF Yokosuka District Headquarters (Yokosuka City), and Air Support Command Headquarters (Fuchu City) in order to work more closely with the force commander, in the 2025 Joint Exercise for Rescue(JXR) in the field.
     This JXR is the first large-scale command post exercise since the JJOC was established. We are putting particular emphasis on cooperation between JJOC and JJS, Commands of JGSDF/JMSDF/JASDF, related ministries and agencies, the U.S. Forces and the Australian Defence Force. The Commander, JJOC exchanged opinions with the commanders of the three services about strengthening the JSDF's joint operations capabilities.
     JJOC will continue to strengthen close cooperation with related local governments, related agencies, the U.S. Forces and the Australian Defence Force, and improve its response capabilities so that it can seamlessly respond to various types of situations, in addition to improving its disaster response capabilities in the event of a large earthquake hit the center of the Tokyo area.

  • Conclusion of preparations for transportation of Japanese nationals and others in response to the situation in the Middle East

    On July 11, 2025, in view of the situation in the Middle East, two C-2 transport aircraft of the Air Self-Defense Force, which had been on standby in Djibouti in order to ensure that Japanese nationals and others are transported swiftly if necessary, returned to Iruma Air Base.
     On June 19, in view of the situation in the Middle East at that time, the Minister of Defense ordered the Commander of the JSDF Joint Operations Command (C-JJOC) to deploy the Air Self-Defense Force transport aircraft and to dispatch necessary personnel to the Republic of Djibouti, the transit point, based on a request from the Minister of Foreign Affairs. In response to this order, two C-2 transport aircraft of the Air Self-Defense Force departed from Miho Air Base on June 21 and arrived in Djibouti on June 22, establishing a readiness to ensure that Japanese nationals and others are transported swiftly if necessary.
     Based on a request from the Minister of Foreign Affairs for the completion of preparatory actions necessary for the transportation of Japanese nationals and others overseas, taking the current situation into consideration, the Minister of Defense ordered the Commander of Japan Self-Defense Forces Joint Operations Command to conclude preparations for the transportation of Japanese and other residents in the Middle East on July 1, and two C-2 transport aircraft of the Air Self-Defense Force returned to Iruma Air Base.
     The Japan Self-Defense Forces Joint Operations Command (JJOC) will continue to respond immediately against the situation, flexibly adapt to the circumstances, and carry out its mission safely and reliably in close cooperation with all relevant parties.

    On July 7, JS HARUSAME, the 51st Dispatch of Deployment Surface Force for Counter Piracy Enforcement(DSPE) conducted an exercise with the NAVARRA frigate, flagship of Operation ATALANTA, European Union Naval Force (EUNAVFOR). This was the 31st exercise with EUNAVFOR and the 20th with the Spanish Navy.

  • Visited Self Defense Fleet Headquarters (Yokosuka)

    On Wednesday, July 9, the commander, Japan self-Defense Joint Operations Command(JJOC) visited Self Defense Fleet Headquarters (Yokosuka). Self-Defense Fleet Headquarters is positioned at the core of the Maritime Self-Defense Force's force operations, and is the front-line unit responsible for Japan's maritime defense in the four-sided surrounded by the sea. The purpose of the visit was to recognize the current status and challenges of the maritime forces and to establish a joint operational posture that seamlessly executes cross-domain operations at all stages from peacetime to contingency.
     The Commander, JJOC received reports on the operations of the Self-Defense Fleet's units at the Maritime Operations Center which is located at Self-Defense Fleet Headquarter, from the Commander in Chief, Self Defense Fleet, Vice Admiral OMACHI Katsushi, and also encouraged the members serving at the Center. The Self-Defense Fleet is the main force of the Maritime Self-Defense Force which possess about 100 naval vessels and 190 aircraft, and the Maritime Operation Center has been in operation since October 1, 2020, as the operational center of the JMSDF, in close cooperation with other SDF units, the US military, and relevant ministries and agencies, with the aim of establishing a readiness to respond immediately to situations.
     Establishing a joint operational posture that seamlessly executes cross-domain operations at all stages from peacetime to contingency is essential to deter threats to our country, and the commander, JJOC will continue to exercise strong leadership to fulfill this responsibility.

     Japan and Spain signed the Memorandum on Defense Cooperation and Exchanges between the Ministry of Defense of Japan and the Ministry of Defense of the Kingdom of Spain.
     Furthermore, in 2018, "Joint Press Statement of the Ministry of Defense of Japan and the Ministry of Defense of the Kingdom of Spain on Defense Cooperation" and "Joint Statement on Strategic Partnership between the Government of Japan and the Government of the Kingdom of Spain" were released, further strengthening defense ties between the two countries.
     Spain is a strategic partner that shares fundamental values with Japan. The two countries have agreed to further enhance the relationship between their defense authorities based on the Japan-Spain Memorandum on Defense Cooperation and Exchanges signed in 2014.     On June 16, the Deputy Commander of Japan Self-Defense Force Joint Operations Command(JJOC) received a courtesy visit from Lieutenant General Joshua M. Based on the lessons learned through the exercise, we shared a common understanding of the importance of swiftly enhancing Japan-U.S. joint defense capabilities by clearly defining the roles and responsibilities of the Joint Operations Command and the U.S. Indo-Pacific Command. GEN Nagumo, JJOC welcomed the deployment of Norwegian Navy frigate to the Indo-Pacific region for the first time this summer as a part of the UK Carrier Strike Group (CSG), and welcomed the first visit of the Norwegian naval frigate to Japan, which is scheduled this summer. Both leaders also recognized the importance of various defense equipment and technology cooperation, including the procurement of Norwegian-made stand-off missiles (JSM). Both leaders recognized the inseparability of Euro-Atlantic and Indo-Pacific security, and stressed the importance of strengthening ties between NATO and its partners in the Indo-Pacific region, including Japan. They exchanged views on regional affairs and various defense cooperation and exchanges. The two sides confirmed that they will continue to work closely together between the defense authorities of the two countries.

    On June 9, Lt GEN Minamikawa Nobutaka, Chief of Staff, Japan Self-Defense Force Joint Operation Command(JJOC), received a office call from Rear Admiral Nguyen Thien Quan, Commander of Naval Region 3/Navy, head of the delegation for the Japan-Vietnam Intermediate Level Defense Exchange organized by THE SASAKAWA PEACE FOUNDATION.The Japan-Vietnam Intermediate Level Defense Exchange, organized by THE SASAKAWA PEACE FOUNDATION, was launched in 2014 with the aim of promoting mutual understanding and confidence building between the defense authorities of the two countries, which cannot be achieved through government-to-government exchanges alone.
     Viet Nam is a coastal country facing the South China Sea. Japan and Viet Nam have developed cooperation and exchanges between their defense authorities. The 2021 Defense Ministers’Meeting was an opportunity to promote high-level exchanges and others under “Japan- Viet Nam Defense Cooperation at the New Level” to contribute more actively not only to Japan- Viet Nam bilateral relations but also the peace and stability of the region as well as the international community. In November 2023, the two countries decided to develop their relationship into a comprehensive strategic partnership for peace and prosperity in Asia and the world and in the security field, they agreed on the importance of steadily advancing procedures for transfer of defense equipment, further expanding defense cooperation and exchanges.
     This Japan-Vietnam exchange at the rank of senior military officers will create an opportunity to further deepen defense exchanges between the two countries and promote Strategic Promotion of Multilayered Defense Cooperation. This time, 20 people including the leader of the delegation visited Japan and conducted various exchanges such as unit training.
     At this meeting, Lt GEN Minamikawa Nobutaka, Chief of Staff, JJOC, reaffirmed that Vietnam is a key partner in realizing a free and open Indo-Pacific region based on the rule of law at the Japan-Vietnam Summit on 28 April this year, and also reaffirmed the recognition of and commitment to the “Joint Statement on the Elevation of the Japan-Viet Nam Relations to the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World” to be signed in November 2023. Based on the above, the Commander emphasized that the two countries will continue to make steady progress in defense cooperation and exchange between their defense authorities, and further strengthen coordination to maintain peace and stability in the region and the world, including in the Indo-Pacific region.

  • Ishikawa Prefectural Assembly Member Visits JJOC and Expresses Gratitude

    Jun 5, members of the Ishikawa Prefectural Assembly paid a courtesy visit to GEN Nagumo, Commander, the JSDF Joint Operations Command and expressed their gratitude to the JSDF units that participated in the disaster relief efforts following the recent Noto Peninsula earthquake and heavy rainfall. The visit reiterated the importance of cooperation between the JSDF and local authorities to ensure a rapid response to disasters.
     In the Noto Peninsula, the council members emphasized the significant role that the JSDF played in protecting the safety and security of local residents under the severe conditions of ongoing natural disasters. In particular, they noted that cooperation between the JSDF and local governments on the ground was key to creating a swift and effective response. Natural disasters can strike anywhere and at any time, and preparation and disaster drills are essential.
     Through this visit, the Ishikawa Prefectural Council has established a policy to promote further cooperation with the SDF and pledged to continue its efforts to ensure the safety and security of local residents. By working hand in hand, the SDF and local governments will be able to build a stronger local disaster prevention system.
     While it is hoped that the general public will become more knowledgeable and aware of disasters, cooperation between the SDF and local governments such as this is an important step that will directly lead to the future safety of the community. We hope that this opportunity will also provide a chance to reconsider disaster preparedness.

    On Jun 6, GEN Nagumo Ken-ichiro, Commander of the JSDF Joint Operations Command(JJOC) received an office call from received a visit from Mr. Shogo YOSHITAKE, Chargé d’affaires ad interim of Japan to the Republic of the Union of Myanmar. Chargé d’affaires ad interim Yoshitake expressed his gratitude to JJOC Commander for the assistance of one Air Self-Defense Force C-130 transport aircraft in transporting supplies for international emergency relief activities in response to the damage caused by the earthquake that struck central Myanmar in March of this year.
     In response to the disaster caused by an earthquake that struck central Myanmar on March 28, Defense Minister issued an order to the JJOC Commander on April 7 to transport medical goods necessary for international disaster relief activities on SDF aircraft. Under this order, a C-130 transport aircraft, which departed Komaki Air Base on April 8, arrived at Mandalay International Airport on April 9, and handed over medical goods necessary for humanitarian assistance activities conducted by the Japan Disaster Relief (JDR) Medical Team operating in the affected area. Since then, while keeping one C-130 transport aircraft on standby in Japan, personnel at the SDF’s local coordination center continued to gather information on-site. Based on a comprehensive judgment of the situation, including a significant decrease in the number of patients needing care for reasons attributed to the disaster compared to its initial aftermath, Defense Minister issued an order to the JJOC Commander on April 9y to terminate the transport of medical goods necessary for the SDF’s international disaster relief activities in Myanmar.
     This was the first international emergency relief operation under JJOC. The success of this mission can be attributed not only to the fact that the units and personnel involved were able to respond quickly and flexibly to the situation, but also to the fact that the Ministry of Foreign Affairs, JICA, and the JSDF worked as one team to enhance the reliability and safety of the operation. The fact that the Ministry of Foreign Affairs, JICA, and the JSDF were able to work as one team in the disaster-stricken area of Myanmar was due to the excellent leadership of Chargé d’affaires ad interim Yoshitake. The JJOC expressed his respect and gratitude for Chargé d’affaires ad interim Yoshitake 's tremendous cooperation and leadership.

    On Jun 6, GEN Nagumo Ken-ichiro, Commander of the JSDF Joint Operations Command(JJOC) held an office call with GEN Randall Reed, Commander, U.S. Transportation Command(USTRANSCOM). This visit was an important opportunity to improve operational efficiency and better coordination between the U.S. military and the JSDF.
     USTRANSCOM provides the U.S. Department of Defense full-spectrum global mobility solutions and enables capabilities to U.S. customers in peace and war. It is also one of the functional combatant commands and is responsible for the logistics and transportation of U.S. forces around the world. USTRANSCOM provides the United States with responsive and strategic mobility capability. The operation of U.S. Forces is not controlled by the individual branches of the broader armed forces; rather it is operated under the Unified Combatant Commands, consisting of four commands with functional responsibilities and seven commands with regional responsibilities.
     Logistics and transportation are extremely important for the JSDF to support missions such as the Defense of our country, Civil Protection, Large-Scale Disasters Rescue and Transportation of Japanese Citizens and Others Overseas, and International Disaster Relief Activities. JJOC is also working diligently to strengthen logistics and supply arrangements through integration to enable seamless response to changing circumstances.
     Two commanders reaffirmed that they will work closely together in order to further strengthen the Alliance and capabilities to deter and respond.
