南米の太平洋戦争中の１８７９年１０月８日、当時のボリビア領アンガモス岬沖でチリ海軍とペルー海軍が戦った海戦であり、チリ艦隊がペルー艦隊の装甲艦「ウアスカー」を拿捕、制海権を収めたことから、チリ海軍はこの日をアンガモス海戦記念日として祝っており、１９７２年から同日を先任伍長の日としても制定しました。海軍のために生涯を捧げ、海曹の最高経歴に到達した人々に敬意を表す機会として式典が行われ、海上自衛隊先任伍長が祝辞を送りました。

　チリ海軍先任伍長の日祝賀記念式典に際しまして、謹んでお悦び申し上げます。
　チリ海軍との交流には長い歴史があり、１８８３年、大日本帝国海軍遠洋航海部隊のチリ寄港まで遡ります。
　同年には巡洋艦「アルトゥーロ・プラット」、また１８９４年には巡洋艦「エスメラルダ３世」の譲渡をチリ政府から受けるなど、ロシアの脅威に対応すべく海軍増強を図っていた日本政府は多大な支援を受けました。
　この「エスメラルダ３世」は巡洋艦「和泉」と命名され、日露戦争ではバルチック艦隊発見により名を挙げ、最高殊勲艦となっています。
　１９６６年、海上自衛隊はチリ海軍練習艦「エスメラルダ」訪日に合わせ、チリ海軍の英雄であるアルトゥール・プラット中佐像の贈与を受け、船乗りを育成する教育機関である第１術科学校の資料館、教育参考館に展示しております。また、一昨年のチリ海軍創立２００周年記念式典では、海上自衛隊として海上幕僚副長を派遣し祝意を表しました。
　このように、チリ海軍と海上自衛隊は歴史的に強いつながりがあるだけでなく、太平洋を取り巻く一国の海軍として、地域の平和と安全を担うパートナーです。刻一刻と変化する安全保障環境に対応すべく、これからも一層の協力関係を深めたいと考えます。
　改めまして本日は、チリ海軍先任伍長をはじめ、海曹士の皆様に敬意を表し、お祝いの言葉といたします。

I Quisiera expresar nuestras más sinceras felicitaciones por la celebración del Día del Suboficial Mayor de la Armada de Chile.

Con la Armada de Chile tenemos una larga historia la cual se remonta al año 1883 cuando El Buque de Viajes Oceánicos de la Armada de alta mar Imperial Japonesa atracó en el puerto de Chile.　En el mismo año Japón recibió El Crucero Protegido Arturo Pratt y para el año 1894 el Crucero Esmeralda Ⅲ por parte del Gobierno Chileno.

Este último fue un gran aporte para Japón que estaba buscando fortalecer la Armada para hacer frente la amenaza de Rusia.　Este Crucero Esmeralda Ⅲ fue renombrado como Crucero Izumi.　Fue condecorado como el Crucero de mayor honor al ser destacado por el descubrimiento de la flota del Báltico.

En el año 1966, junto a la visita del Buque Esmeralda, la Fuerza Marítima de Autodefensa del Japón recibió el busto del Héroe Nacional Chileno, el Capitán de Fragata Arturo Pratt. Este fue trasladado al Centro de Educación para capacitar marinos, en el Centro No. 1 de la Escuela Técnica para su exhibición. En el año 2018, en la Conmemoración de los 200 años de la Armada de Chile el Subjefe de Estado Mayor Marítimo de Japón viajó como representante de la Fuerza para celebrar el aniversario.

La Armada de Chile, y la Fuerza Marítima de Autodefensa del Japón no solo tiene una fuerte relación histórica sino que es un socio para velar por la paz y la seguridad de la zona como una de las armadas que rodean el pacífico. Queremos seguir estrechando los lazos de cooperación para poder responder a los cambios que se viven día a día en el área de seguridad.

Nuevamente, quisiera expresar mis felicitaciones y profundo respeto a todos los suboficiales mayor de la Armada y a todos sus integrantes.

I would like to extend my heartfelt congratulations on the occasion of the Chilean Navy Warrant Officer Day.

The Japan Maritime Self-Defense Force (JMSDF) has enjoyed a long history with the Chilean Navy since 1883 when the Imperial Japanese Navy’s overseas training squadron made a port call in Chile.

Back then, the Government of Japan, with intent to strengthen its naval capabilities to respond to the threat by Russia, was greatly supported by the Government of Chile that offered cruiser Arturo Prat and Esmeralda (Ⅲ), in 1883 and 1894 respectively to Japan.

The Esmeralda (Ⅲ) was then renamed IZUMI, which made its name by the active contribution on a mission to find the Baltic Fleet during the Japanese-Russo War, which made itself the most decorated warship during the war.

In Naval History Museum, JMSDF 1st Service, an educational facility for sailors, located in Hiroshima Prefecture, there is the bust of CDR Arturo Prat, a hero of the Chilean Navy for display that was offered to the JMSDF in 1966 when the Chilean Training Ship Esmeralda made a port call in Japan. On the occasion of 200th anniversary of Chilean Navy two years ago, Vice Chief of Staff, JMSDF expressed his congratulations on behalf of all members of the JMSDF.

The Chilean Navy and the JMSDF are not only connected by solid ties nurtured throughout history, but also we are partners which play a major role in peace and security in the region as navies of Pacific nations. I would like to further deepen cooperation in order to respond to the ever-changing security environment.

I would like to conclude my congratulatory message by expressing my deep respect to you and every member of the CPO Mess.
