3www.mod.go.jp/en/jdf/On December 20, Acceptance, Turnover and Blessing Cere-mony of FPS-3ME air surveillance radar system was held at the Philippine Air Base. This radar system marks the first finished equipment transfer from Japan under the contract signed in August 2020 between Department of National De-fense of the Republic of the Philippines and Mitsubishi Electric Corporation to supply four air surveillance radar systems. Mr. Nishiwaki, Assistant Commissioner of ATLA attended this ceremony and gave a speech. He addressed that the transfer of this radar system signifies that the Philippines now has a new “eye” towards its surrounding airspace with Japanese-made equipment, solidifying the evidence of our cooperation contributing to peace and stability in the Indo-Pacific region. The Honorable Gilberto C. Teodoro, Jr., Secretary of Department of National Defense of the Philippines stated that this transfer is a concrete step that Japan, as a strategic partner, has done to firm up its security cooperation with the Philippines. The JMOD will continue to strengthen bilateral cooperation with the Philippines as well as equipment and technology cooperation in the joint public and private efforts.On December 20, Defense Minister Kihara met with Phil-ippine Ambassador to Japan Garcia-Albano. Our bilateral relations have greatly pro-gressed in 2023 with Japan’s first transfer of defense equip-ment and announcement of starting Reciprocal Access Agreement (RAA) negotia-tions.
