3On April 13, Defense Minister Kishi held a videoconference with H.E. Mr. Reznikov, Minister of Defense of Ukraine, for the second time since March. Mr. Reznikov again expressed deep gratitude for provision of humanitarian aid and equipment from Japan to Ukraine. Given the revelation of atrocities, including the mass killing of innocent civilians being committed in the area near Kyiv, which was occupied by the Russian forces, Defense Minister Kishi stated that Russia must be held strictly account-able. Such acts constitute a grave breach of international humani-tarian law and are absolutely unacceptable. Japan vehemently condemns these atrocities.On April 12, Defense Minister Kishi held a Defense Ministerial Meeting with Minister of Defence of the Republic of Italy, H.E. Mr. Lorenzo Guerini. Minister Kishi welcomed Minister Guerini’s visit to Japan, and convening an in-person Defense Ministerial Meeting in Japan for the first time in 5 years. The Ministers reaffirmed that they would further advance defense cooperation and exchanges to uphold and reinforce the FOIP. The Ministers also discussed regional situations, and concurred on the recognition that Russia’s aggression against Ukraine is totally unacceptable and undermines the very foundation of the international order including Asia.
