4'DA/NOn November 23, Defense Minister Kishi held a meeting with General Giang, Minister of National Defence of Vietnam at the Ministry of Defense. This marked the third Japan-Vietnam Defense Ministerial meeting between the pair, which clearly demonstrates the robust and close ties between Japan and Vietnam. Under the “Japan-Vietnam Defense Cooperation at the New Level,” they shared the view to further accelerate various collaborative efforts, including high level engagement and multilateral cooperation. Following the meeting, a signing ceremony was held for the “Memorandum on Cybersecurity Cooperation” and the “Memorandum on Cooperation in the field of Military Medi-cine” between Japan-Vietnam defense authorities in the presence of Minister Kishi and Minister Giang. Prior to the Defense Ministerial meeting, the 8th Japan-Viet-nam Vice-Defense Ministerial Consultation was held. We will continue to accelerate defense cooperation and exchanges between Japan and Vietnam. In addition, Vice-Minister of Defense for International Affairs Tsuchimichi and Deputy Minister of National Defence Sr. Lt. Gen. Chien visited Japan Marine United Yokohama and inspected the shipyard and “JS Ikazuchi.” In light of the “Defense Equipment and Technology Transfer Agreement” signed in September, Japan and Vietnam will accelerate consultations for the transfer of specific equipment including vessels. Furthermore, Minister Kishi paid a courtesy call on Prime Minister Chinh. They confirmed they will collaborate to joint-ly contribute to the peace and stability of the region and the international community to reinforce and develop Japan-Viet-nam defense cooperation at the “New Level.”+%'Japan-Vietnam Defense Ministerial MeetingThe Second Session of the ADMM-Plus Experts’ Working Group on PKOFrom 2021 to 2023, JMOD and Vietnam are co-chairing the ADMM-Plus Experts’ Working Group on PKO. The second session of this cycle was held virtually on December 3, and focused on pre-deployment training and capacity building for peacekeepers. Lt Gen Santos Cruz (ret), a former Force Commander to two UN peace-keeping operations was invited to the session. His address stimulated active discussions among the participating member states on various aspects of peacekeepers’ training. JMOD will continue its active contribution to international peace and stability through its strong initiatives as a co-chair of the PKO EWG, while advancing tailored and practical cooperation with ASEAN member states under the “Vientiane Vision 2.0.”Capacity Building Project to Vietnam (PKO)On November 30, JMOD shared knowledge and experience about partici-pation in PKO missions with personnel from the Vietnam People’s Army at an online meeting. The event was part of a cooperative effort to assist Vietnam’s preparations to deploy personnel to UNISFA in Abyei. On account of Defense Minister Kishi announcing this effort during the Japan-Vietnam Defense Ministerial Meeting on November 23, JMOD will proactively continue this collaboration as a model case of “Japan-Vietnam bilateral defense cooperation at the new level.”
