2%DB/NDefense Minister Kishi arrived in Vietnam on Septem-ber 10. Japan-Vietnam relationship is an “Extensive Strategic Partnership” and Vietnam is an important partner for Japan to uphold and reinforce a “Free and Open Indo-Pacific.” Minister Kishi was pleased to make Vietnam the destination of his first overseas trip since taking office. On September 11, after having received a military Guard of Honor, Minister Kishi hold a Japan-Vietnam Defense Ministers’ Meeting with General Giang, Minis-ter of National Defence of Vietnam. They redefined Japan-Vietnam defense cooperation as not just for coop-eration for Japan and Vietnam but for the peace and stability of the region and the international community. Under this “New Level” cooperative relationship, Japan and Vietnam will collaborate at various levels. They also attended the signing of Japan and Vietnam Defense Equipment and Technology Transfer Agreement. They decided to accelerate consultations for the transfer of specific equipment including vessels. Minister Kishi delivered a keynote speech at the Vietnam Ministry of National Defence, regarding the directions of Japan-Vietnam defense cooperation and exchanges, and contributions to ASEAN, at the “New Level.” Minister Kishi paid a courtesy call on President Phuc and Prime Minister Chinh.
