Minister Kishi underscored the requirement to uphold and reinforce the “Free and Open Indo-Pacific (FOIP)”, expressed serious concerns over China’s Coast Guard Law, which entered into force on February 1, and also stated Japan’s intent to reinforce within the international community its steadfast opposition to any unilateral attempts to change the status quo. The two ministers confirmed the importance of freedom of navigation and overflight and reaffirmed the critical need for observing international law, including the United Nations Convention on the Law of the Sea (UNCLOS). Regarding the responding measures to North Korea, Minis-ter Kishi condemned the launches of ballistic missiles by North Korea on 25th of the previous month, which violates UNSC resolutions and expressed the view that they pose a serious challenge to the international community as a whole. In addition, they discussed the situation in Myanmar and noted their deep concerns over the current situation. They affirmed their intent to cooperate closely on this matter.2 The two ministers also exchanged views on bilateral 2defense cooperation and exchanges. They concurred that Japan and Malaysia will further enhance defense cooperation ADMM-Plus Experts' Working GroupFrom this year until 2023, Japan Ministry of Defense (JMOD) has assumed with Vietnam MOD the role of co-chair of ADMM-Plus EWG (ASEAN Defence Ministers’ Meeting Plus Experts Working Group) on PKO, and convened the first session on April 6. Conducted virtually, JMOD led an active discussion among member states and PKO experts, raising gender awareness in PKO. As co-chairs, Japan and Vietnam proposed the establishment of a WPS Platform within the PKO EWG to consolidate mem-bers’ WPS-related experiences. These will be referenced in planning for a Field Training Exercise for 2023. The proposal had consensus support from member states. Under the umbrella of the ADMM-Plus, there are seven EWGs; namely, Counter Terrorism, Humanitarian Assistance and Disaster Relief (HA/DR), Maritime Security, Military Med-icine, PKO, Humanitarian Mine Action and Cyber Security. JMOD has previously co-chaired two EWGs. From 2011 to 2013, JMOD co-chaired with Singapore the EWG on Military Medicine, and from 2014 to 2016 co-chaired with Lao P.D.R. the EWG on HA/DR. From this year, JMOD has assumed with Vietnam the role of co-chair of the PKO EWG. Both co-chairs will retain their respective roles until 2023. JMOD will continue its active contribution to international peace and stability by enhancing the capabilities of ASEAN
