The result of the meeting between Admiral Kawano, Chief of Staff, Joint Staff and General Joseph F. Dunford, Jr., Chairman, Joint Chiefs of Staff

Japan Self-Defense Force Chief of Staff, Joint Staff, Admiral Katsutoshi Kawano met with Chairman, Joint Chiefs of Staff, General Joseph F. Dunford, Jr. at the Ministry of Defense in Tokyo on Aug 18th to discuss the current security environment in the Asia-Pacific region and Japan-U.S. defense cooperation.

Admiral Kawano and General Dunford stated that North Korea’s repeated provocation, including ballistic missiles launch, is utterly unacceptable, and reaffirmed the importance of cooperation between Japan Self-Defense Forces and United States Armed Forces to address threats posed by North Korea and its nuclear and ballistic missile development.
 General Dunford reiterated that U.S. commitment to the defense of Japan including extended deterrence remain ironclad.

The result of the meeting between Admiral Kawano, Chief of Staff, Joint Staff and Lieutenant General Keating, Chief of Defence Force, New Zealand

1. Lieutenant General Timothy Keating, Chief of Defence Force, New Zealand paid a visit to the Ministry of Defense, Japan on Monday 24th July. It was the fifth time for Chief of Defence Force, New Zealand to visit Japan since 2000.

2. In the meeting between Admiral Kawano and Lieutenant General Keating, they confirmed to cooperate closely on the shared recognition that ensuring peace and stability in the region is essential for achieving global peace and prosperity.

3. Admiral Kawano welcomed the recent enhancement of Japan-New Zealand defense exchanges at unit level such as the port call of HMNZS TE KAHA to Tokyo last month and the participation of JASDF KC-767 in the Air Tattoo hosted by New Zealand Air Force. Admiral Kawano expressed that JSDF will keep promoting the defense cooperation and exchanges between Japan and New Zealand.

4. Lieutenant General Keating highlighted partnership of New Zealand and Japan as Pacific nation which share security environment, and also stated a possibility of future cooperation in the field of disaster relief pointing out the JSDF’s support at the earthquake occurred in New Zealand last year as an example. In addition, Lieutenant General Keating expressed further promotion on defense engagement between New Zealand Defence Force and JSDF such as unit level exchanges.

The purpose of the conference was to orient the direction of Amphibious operations and trainings.

U.S. and Japanese main commander (General/Admiral level) participated in BASG, and concur on the direction of strong cooperation and promoting joint operations. Japan's surrounding security environment is tense and JGSDF newly develops “ARDB”(Amphibious Rapid Development Brigade) will need close cooperation more than ever, and in order to respond to attacks on the remote islands of Japan.

JSDF is united to develop an integrated capability for the defense of Japan.

1. General Denis Mercier, Supreme Allied Commander Transformation, paid a visit to the Ministry of Defense, Japanon Monday 5th June. It was the first time for Supreme Allied Commander Transformation, NATO to visit Japan.

2. In the meeting between Admiral Kawano and General Mercier, they agreed to cooperate closely on the shared recognition that ensuring peace and stability in the regionis essential for achieving global peace and prosperity. Theyalso agreed to promote security cooperation between Japan and NATO based on the Individual Partnership Cooperation Programme.

3. Admiral Kawano welcomed the recent enhancement of Japan-NATO defense exchanges and cooperation through the participation in NATO hosted conferences and seminars, and bilateral consultations such as Staff Talks and dispatch of a JSDF officer to the NATO Secretary General’s Special Representative for Women, Peace and Security. In addition, Admiral Kawano expressed that JSDF will promote the exchanges and cooperation in terms of sharing situational awareness and building human networks.

4.General Mercier highlighted that NATO welcomes Japan’s policy of proactive contribution to peace and looks forward to new cooperation opportunities. Although the security environment is different in the Euro- Atlantic region and Asia-Pacific region, and notwithstanding geographic distance between Japan and the NATO member nations, in a more globalized and interlinked world, each of this two regions is affected by, and can affect, political and security developments beyond its borders.

Meeting between Chief of Staff Kawano and ADM Harry B. Harris, Commander of U.S. Pacific Command

Admiral Katsutoshi Kawano, Chief of Staff, Joint Staff invited and held a meeting at the Ministry of Defense with Admiral Harry B. Harris, Commander of the U.S. Pacific Command on the occasion of the tenth anniversary of the Joint Staff.

The two sides confirmed that further enhancing interoperability between Japan and the United States was important for strengthening the deterrence and response capabilities of the Japan-U.S. Alliance.

In addition, the two sides exchanged views regarding their countries’ common security issues in the Asia-Pacific region, including the situation in North Korea. The two sides also exchanged views regarding the lessons from the FY2015 Japan-U.S. bilateral exercise (command post exercise) held in January 2016, and agreed that the two countries would accelerate efforts to secure the effectiveness of the new Guidelines for Japan-U.S. Defense Cooperation.

The Result of the Trilateral Joint Chiefs of Staff Meeting

U.S. Marine Corps General Joseph F. Dunford, Chairman of the U.S. Joint Chiefs of Staff, hosted a trilateral video-teleconference on February 10 (local time), inviting Republic of Korea Army General Sun-Jin Lee, Chairman of the ROK Joint Chiefs of Staff and Maritime Self-Defense Force Admiral Katsutoshi Kawano, Chief of Staff.

The trilateral meeting was last held in July 2014. Discussions took place on trilateral information sharing and collaboration in light of the increasing seriousness of the North Korean nuclear and missile threats.

The meeting reflected the nations’ efforts to enhance trilateral information sharing on North Korea nuclear and missile threat.
The three chiefs of defense agreed to coordinate further on mutual security issues to enhance peace and stability in the region.

The result of the meeting between Admiral Kawano, Chief of Joint Staff and General Tom Middendorp, Chief of Defence, the Kingdom of the Netherlands

1. General Tom Middendorp, Chief of Defence, the Netherlands paid an official visit to the Ministry of Defense and had a meeting with Admiral Katsutoshi Kawano, Chief of Joint Staff, Japan Self-Defense Forces on 9th October, 2015 during his visit to Japan. This is the first time for the Chief of Defence, the Netherlands to visit Japan.

2. In the meeting between Admiral Kawano and General Middendorp today, they agreed to promote security cooperation between JSDF and the Dutch Armed Forces through various efforts for the UN PKO, under the shared recognition that regional peace and stability are essential for the prosperity of global society. They referred to an achievement of the Operation for Humanitarian and Reconstruction Assistance in Iraq which two nations cooperated together in 2004.

3. Admiral Kawano expressed his gratitude for contributions of a Dutch naval officer as the staff to the first Japanese Commander of CTF (Combined Task Force) 151, which he has successfully accomplished his responsibility. They confirmed to keep close cooperation in activities for regional peace and stability such as the Counter-Piracy Operation in the Gulf of Aden.

4. General Middendorp welcomed the further advancement of defense cooperation and exchange between Japan and the Netherlands under bilateral and multilateral frameworks. They confirmed to promote defense cooperation especially in the area of UN PKO and counter-piracy operation.

Admiral Kawano expressed his appreciation for accepting JSDF’s participation in the Multilateral Training “Khaan Quest” organized by Mongolia and agreed to continue cooperating each other through such as Capacity Building in engineering and medical field for strengthening relationship with Mongolian Armed Forces and contributing regional peace and stability.

4. Major General Davaa appreciated the warm hospitality extended by Admiral Kawano and welcomed personnel exchanges include sending 19 students of Mongolia to National Defense Academy of Japan at present and affirmed to promote the exchanges.

 The result of the meeting between Admiral Kawano, Chief of Joint Staff and General Worapong Sanganetra, Chief of Defense Forces of Thailand

1.General Worapong Sanganetra, Chief of Defense Forces of Thailand paid an official visit to Japan from 29th July to 1st August, 2015, upon the invitation of Admiral Katsutoshi Kawano, Chief of Joint Staff, Japan Self-Defense Forces, and it has been 5 years since the last time Chief of Defense Forces of Thailand visited Japan.

2.In the meeting between Admiral Kawano and General Worapong today, they exchanged views on issues such as the security situation in the Asia-Pacific region and affirmed to promote the cooperation and exchanges between defense authorities of the two countries as decided upon at Japan-Thailand Summit Meeting in Feb 2015.

3.They affirmed to promote security cooperation on the shared recognition that ensuring peace and stability in the region is essential for achieving global prosperity. Especially, both agreed to cooperate in ADMM plus HA/DR experts’ working group which Japan serves as co-chairs and Military Medicine experts’ working group which Thailand serves as co-chairs to deepen mutual understanding and strengthen cooperative relations between regional countries include ASEAN countries.

4.Admiral Kawano expressed his appreciation for dispatching two naval officers of Thailand who graduated from National Defense Academy of Japan and understand Japan well to CTF151 Headquarter, its commander is designated Rear Admiral Ito, and agreed to continue to cooperate each other through such as Counter Piracy Operation .

5.General Worapong appreciated the warm hospitality extended by Admiral Kawano and welcomed continuing to participate in the Cobra Gold and personnel exchanges include sending students of Thailand to National Defense Academy of Japan and affirmed to promote the exchanges.
