Tokyo Defense Forum (TDF) has been annually held by the Ministry of Defense since 1996. The purpose of the TDF is to contribute to the stability of the Asia-Pacific region by providing a forum of candid exchange of views for senior defense officials in charge of policy or defense exchanges in the region, thereby deepening mutual understanding of each other's defense policies, increasing the transparency among participating countries, and building the ground for international cooperation.

The Sub-committee of the Tokyo Defense Forum was held from 2001 to 2009. The Sub-committee was chaired by the Director of International Policy Division, Bureau of Defense Policy, Ministry of Defense, Japan. In the subcommittee, participants mainly at the Director(colonel)-level hold more practical and focused discussion.
