Issuance of Instruction and General Order by the Minister of Defense concerning the Preparation for the Dispatch of the Japanese Disaster Relief Team (JDRT) to the Republic of Haiti

On January 13th, 2010, an earthquake struck the Republic of Haiti, and caused large-scale damage in the country. Upon the request of the Haitian government, Japanese government has decided to dispatch the Japan Disaster Relief Team (JDRT) to the country to provide medical relief, in the light of humanitarian considerations with regard to the earthquake victims and the friendly relationship between Japan and Haiti. In response, the Minister for Foreign Affairs consulted with the Minister of Defense about the transportation of the JDRT.

In order to make necessary preparations including necessary investigations, the Minister of Defense has issued an Instruction concerning the Preparation for the Dispatch of the JDRT to the Republic of Haiti to the Chief of Staff, Joint Staff and others, and a General Order for the Self-Defense Forces (SDF) concerning the Preparation for the Dispatch of the JDRT to the Republic of Haiti to the Commander of the Air Support Command. The outline of the instruction and the order is as follows.

1. Instruction concerning the Preparation for the Dispatch of the JDRT to the Republic of Haiti

Implement the following measures for preparation for the dispatch: Information gathering, coordination with relevant organizations, etc., and preparation for forming a unit, etc.

2. General Order for the SDF concerning the Preparation for the Dispatch of the JDRT to the Republic of Haiti

In order to promptly dispatch an SDF unit as a part of the JDRT as the situation calls for, the Commander of the Air Support Command shall cancel the return of the C-130H transportation aircraft dispatched to the United States for training and make necessary preparations.
