Japan-ASEAN Ship-Rider Cooperation Program

The Vientiane Vision

The Vientiane Vision articulates the guiding principles for Japan’s defense cooperation with ASEAN, announced as Japan’s own initiative at the second ASEAN-Japan Defence Ministers' Informal Meeting held in Vientiane, Lao PDR on 16th November 2016. The vision shows for the first time, in a transparent manner, the full picture of the future direction of defense cooperation with ASEAN as a whole in the priority fields.

In order to contribute to regional peace, security and prosperity, Japan-ASEAN defense cooperation focuses on the following three directions: to consolidate the order based on the principles of international law, to promote maritime security and to cope with increasingly diversifying and complex security issues.

The Vision was welcomed by all the ASEAN member states, and those Defense Ministers agreed to further enhance defense cooperation among Japan and ASEAN.

Japan-ASEAN Ship-Rider Cooperation Program

The MOD and JMSDF conducted its first Japan-ASEAN Ship Rider Cooperation Program onboard JS IZUMO in the international waters surrounding Singapore from 19th-23rd June. Consistent with the guiding principles of the Vientiane Vision, this program is part of Japan’s contributions to regional stability. This program involved representatives from each ASEAN member state and the ASEAN Secretariat, and provided opportunities, through seminars and training programs, for the participants to build mutual understanding and professional networks, enhance capabilities related to maritime security, and share their understanding of international maritime law.

By involving representatives from all ASEAN member states and the ASEAN Secretariat in seminars and training programs onboard JS IZUMO which was cruising at sea, the program enabled the participants to acquire practical knowledge, established networks among young Japanese and ASEAN officers and contributed to strengthening ASEAN unity.

Japan-ASEAN Joint Exercise for Rescue (JXR) Observation Program

Japan-ASEAN Joint Exercise for Rescue Observation Program

The MOD conducted its first Japan-ASEAN Joint Exercise for Rescue (JXR) Observation Program from 20th-23rd June. Like the Japan-ASEAN Ship-Rider Cooperation Program, the JXR Observation Program was based on the Vientiane Vision and involved representatives from all ASEAN member states and the Secretariat. The purpose of this program was to help contribute to regional stability by supporting ASEAN efforts to enhance capabilities in various fields including humanitarian assistance and disaster relief.

Providing capacity building assistance to ASEAN member states in multiple areas is an important element of the Vientiane Vision. The JXR Observation Program facilitated a comprehensive understanding of the sequences of disaster relief planning, coordination and response by providing participants opportunities to acquire knowledge through seminars and observing the exercise.

This program also contributed to strengthening ASEAN unity by involving representatives from all ASEAN member states and the ASEAN Secretariat, and helped to establish networks among JSDF and ASEAN officers.
