Minister of Defense’s Visit to South Sudan and Send-off Ceremony of the United Nations Mission in the Republic of South Sudan (UNMISS) 11th Engineer Unit

On October 8th, Minister of Defense Inada visited the Republic of South Sudan’s capital of Juba, where she observed the activities of the dispatched Self-Defense Forces (SDF) Engineering Unit and held meetings with Lieutenant General David Yau Yau, Deputy Defense Minister, and other Ministers of the Republic of South Sudan, as well as Ms. Ellen Margrethe Løj, Special Representative of the UN Secretary General and Head of UNMISS.

Visit to the SDF Engineering Unit Dispatched to South Sudan at UN Tomping Area

Minister of Defense Inada received a briefing from Engineering Unit Colonel Churiki at the unit’s camp located within the UN facilities in Juba, the capital city, about the unit’s activities and local situation. She then inspected the camp, including medical facilities and equipment.

Defense Minister Inada also visited the engineering site in the UN compound where SDF members were working, and during her address to the members of the unit Defense Minister Inada encouraged them, working in a severe environment, to complete their duties with a spirit of creativity while preserving the SDF’s good tradition for sound international peace cooperation activities, and hoped for their safe return to Japan.

Attended by five other Ministers, including Minister of Cabinet Affairs Mr. Lomuro, the South Sudan side expressed its appreciation for Japan’s support of South Sudan, including the activities of the SDF engineering unit and stated its expectations for the future development of Japan-South Sudan relations. They also briefed Minister of Defense Inada about efforts aimed at improving the local security situation. Minister of Defense Inada requested the ongoing assistance of the Government of South Sudan for Japan’s engineering unit including ensuring its safety, and encouraged the efforts of the government to further stabilize the security situation.

Special Representative Løj conveyed her high evaluation of the SDF engineering unit’s activities and expressed her expectations that the unit and especially its female members will engage in their activities with even greater vigor in order for UNMISS to implement its mandate.

Minister of Defense Inada expressed appreciation for UNMISS’ support for the SDF engineering unit and promised that Japan will continue to actively contribute to UNMISS and South Sudan. They exchanged their views on the situation in South Sudan and the outlook for UNMISS activities.

Other events

Minister of Defense Inada also visited local places in Juba city, including the roads repaired by the SDF engineering unit and the construction site of the new Freedom Bridge crossing the Nile River currently under construction with the assistance of JICA, and the UN protection of civilians site, in order to grasp the current situation in the city.

On November 19th Minister of Defense Inada attended the send-off ceremony of the UNMISS 11th Engineer Unit held at the Grand Self-Defense Force Camp Aomori (Aomori Prefecture). The Government decided to assign missions so-called “kaketsuke-keigo” (coming to aid of individuals related to PKO operations in response to an urgent request) and joint protection of camps to the 11th Unit. Minister of Defense Inada said “it is a new step in the history of the SDF’s international peace cooperation activities” in the address during the ceremony. In addition, she inspected GSDF units stationed in the camp.
