On December 17th, 2015, Defense Minister Gen Nakatani held a defense ministerial meeting with Minister of Defense of Indonesia Ryamizard Ryacudu who was visiting Japan for taking part in the Japan-Indonesia Foreign and Defense Ministerial Meeting.

Minister Nakatani stated that the issue of South China Sea is not only an issue related to the strategic interest of securing sea lanes of communication but also an issue related to universal values such as the rule of law and a resolution of the conflict through peaceful means. Both Ministers shared the view that the issue of South China Sea is directly related to the peace and stability of the region and concurred in the importance of resolving this issue through dialogues. Furthermore, they also shared the view that transnational cooperation is indispensable for preventing terrorist act.

Minister Nakatani emphasized the importance of defense cooperation with Indonesia, a major country in ASEAN. He also expressed his intention to proceed with substantial cooperation such as participation in the next year’s multilateral naval exercise “KOMODO” hosted by Indonesia, capacity building assistance in maritime security, and defense equipment and technology cooperation. Both Ministers concurred in further strengthening the relationship through concrete defense cooperation and exchanges. Moreover, Minister Nakatani proposed to hold the 2nd Japan-ASEAN Defense Ministers’ Informal Meeting in 2016, mentioning the importance that the MOD puts on strengthening the relationship with ASEAN. Minister Ryamizard welcomed Japan’s proposal and expressed his support.

On January 9th, in Tokyo, Defense Minister Gen Nakatani held a defense ministerial meeting with Secretary of State for Defence of the UK Michael Fallon for the first time in a year. They candidly exchanged their views based on discussions that took place at the Japan-UK Foreign and Defence Ministerial Meeting held on the 8th.

Regarding bilateral defense cooperation and exchanges, they exchanged views on defense equipment and technology cooperation, exchanges and joint training between the SDF and the British Armed Forces, and capacity building assistance in Southeast Asia. From the standpoint of developing a foundation for further defense cooperation, the ministers confirmed that they will aim at the conclusion of the Acquisition and Cross-Servicing Agreement (ACSA) at the earliest possible date and that they discuss ways to facilitate joint training and exercises. In addition, with regard to international affairs, they exchanged views on regional situation such as the situation in the East and South China Seas and North Korea as well as global issues including terrorism.
