Simulated Logistic Cluster Meeting

On March 3rd, the GSDF Central Readiness Force (CRF) held the “International Peace Cooperation Activities Civil Military Cooperation Seminar (IPCMCS) 2015” in Camp Zama, which attracted more than 120 participants from both civil and military organizations.

IPCMCS has been held annually since last year to contribute to GSDF’s international peace cooperation activities by sharing opinions and knowledge as well as enhancing mutual understandings between civil and military. This year’s subject was “Civil Military Cooperation in International Disaster Relief Operations.”

In the keynote speech, Mr. Kenro Oshidari, previous World Food Pragramme (WFP) regional director for Asia, lectured on WFP’s commitment to “Logistic Cluster” as its leading agency. Based on his experiences especially during disaster relief operation after typhoon Haiyan, which struck the Philippines in 2013, he asserted that military contribution is crucial for humanitarian actions after great disasters and that interaction between civil and military in peacetime is highly important.

Following the keynote speech, participants played UN, NGO, and military rolls in simulated logistic cluster meeting which was designed to share information and coordinate the use of military assets based on the scenario of large-scale earthquake and tsunami disaster in a hypothetical country. After the meeting, they discussed common issues seeking effective and efficient civil military cooperation in disaster relief.

The seminar let participants reconfirm the importance of mutual understanding between the civil and military actors for greater performance and cooperation in future international disaster relief operations.
