U.S. Senator Marco Rubio Calls on the Minister of Defense

On January 20, Minister of Defense Itsunori Onodera met with U.S. Senator Marco Rubio. Minister Onodera and Senator Rubio exchanged their views on such matters as the regional situation, including the Senkaku Islands and East China Sea, the realignment of U.S. forces, and the United States’ rebalancing policy. Mr. Onodera expressed his appreciation for the U.S. Senate’s July 2013 adoption of a resolution on maritime security. He also stated that he highly regards the fact that Senator Rubio and other congress members sent a letter to the Chinese Ambassador to the United States expressing their concerns over China’s establishment of the East China Sea Air Defense Identification Zone (ADIZ). Senator Rubio stated that the United States values the Japan–U.S. Alliance and that it must be strengthened further.

Maritime Chief of Staff Travels Overseas

Maritime Chief of Staff Katsutoshi Kawano visited Saudi Arabia and Oman between February 9 and 18 at the official invitation of the Commander of the Royal Saudi Navy and the Commander of the Royal Navy of Oman. He also traveled to the United Arab Emirates. During his time in the region, the Chief of the Maritime Staff held discussions with high ranking navy officials from these three countries and also visited naval units. The goal of this trip was to foster mutual understanding and build strong relationships with those countries.

Administrative Vice-Minister of Defense Nishi visited the Philippines and Laos from January 28 to 30 where he met with senior government officials.

Undersecretary for Defense Affairs Honorio. S. Azcueta expressed his appreciation for the SDF’s assistance provided in the wake of Typhoon Yolanda last year and he indicated his expectations toward the 5th Japan–ASEAN Defense Vice-Ministerial Forum. Both parties agreed to both expand high level and unit exchanges as well as improve Japan–Philippines defense cooperation in the future.

Meeting with Permanent Secretary Onshi Senesouk (Laos)

Permanent Secretary Onshi Senesouk expressed his hope regarding the fact that Laos and Japan are taking over the co-chair countries at the HA/DR Experts’ Working Group under ADMM-Plus. Both parties agreed on deepening defense cooperation and exchanges, including disaster relief activities.

Minister of National Defense Douangchay Phichit showed an interest on Japanese cooperation on HA/DR, and both parties agreed on further promote relationships between defense authorities and agencies.
