The 4th Japan–ASEAN Defense Vice Ministerial Forum

Courtesy Call on Prime Minister Abe

On March 12, vice minister-class officials taking part in the 4th Japan–ASEAN Defense Vice Ministerial Forum had a courtesy call on Prime Minster Abe. Defense Minister Itsunori Onodera joined the opportunity too.

During the visit, Mr. Abe said that given the increasingly more challenging security environment in the Asia-Pacific region, defense cooperation between Japan and ASEAN will become even more important in the future and that he hoped that frank and constructive discussions at the forum on March 13 would help to strengthen Japan’s relationship with ASEAN members.

Representing the group, as a ASEAN presidency for 2013, Permanent Secretary Azmansham of the Ministry of Defense of Brunei stated the importance of close cooperation on a regional level in order to address various security challenges facing the Asia-Pacific region and that the group had high expectations toward Japan. In addition, while celebrating the 40th anniversary of cooperation and friendship, he expressed the desire for the relationship between Japan and ASEAN to flourish through this meeting, as well as multilateral frameworks such as the ASEAN Defense Ministers’ Meeting Plus (ADMM-Plus) and its exercise.

Japan–ASEAN Defense Vice Ministerial Forum

On March 13, discussions were held in Tokyo on regional security issues at a meeting involving Vice Minister-class officials from ASEAN member nations.

Then Administrative Vice Minister of Defense Hironori Kanazawa chaired the meeting, attended by Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam and the ASEAN Secretariat.

Discussion during the meeting focused on security issues in the Asia-Pacific region and future Japan–ASEAN cooperation as well as the ADMM-Plus and ARF in 2013. Participants engaged in frank and constructive discussions on shared security issues in the region and on the future of Japan–ASEAN cooperation.

Japan–Turkey Defense Ministerial Meeting

On March 5, Minister of Defense Onodera met Minister of National Defense of Turkey Ismet Yilmaz during his visit to Japan in order to discuss defense cooperation and exchange between the two countries.

At the start of the meeting, Mr. Onodera welcomed the Minister of National Defense’s visit to Japan and also expressed his gratitude for the assistance provided by Turkey in the wake of the Great East Japan Earthquake. Mr. Yilmaz remarked his wish that this visit would help promote defense exchange between the two countries. The two ministers agreed to move forward with cooperation aimed at bolstering relationships in the field of defense in accordance with the “Statement of Intent Between the Ministry of Defense of Japan and the Ministry of National Defense of the Republic of Turkey” signed in July 2011.

The two ministers discussed the regional situation in the Middle East and East Asia, and agreed to monitor the situation and promised to continue a dialogue.

Finally, the two ministers exchanged opinions on Japan–Turkey defense cooperation and exchange. Both agreed to continue high-level exchange based on the statement of intent on defense cooperation and exchange. The two ministers also concurred on conducting Director Generallevel consultations between the defense establishments (MM talks) in Tokyo for discussions on Japan–Turkey defense cooperation and exchange. Mr. Yilmaz noted that there still remains a room for cooperation in the field of defense equipment and technology. Furthermore, both ministers agreed to accelerate the defense exchange such as interchanges units, education, and research.
