On April 1,entrance ceremony for new recruits was held

The Ministry's entrance ceremony for 140 new civilian personnel of FY 2009 was held on April 1, at the Ministry of Defense, in Ichigaya, Tokyo. The ceremony was conducted in a tense atmosphere given that the PAC-3 Patriot System was deployed in readiness for North Korea's possible ballistic Missile Launch.

Defense Minister Yasukazu Hamada made an address to the new recruits at the ceremony. In his speech, Defense Minister Hamada said, "The Ministry of Defense and Self-Defense Forces exist on public trust, and I expect you to always bear in mind what is needed to gain the public trust in the course of your duties."

Vice-Minister of Defense Kohei Masuda handed a written appointment to each recruit.

Vice-Minister of Defense said in his speech, "The overseas activities of the Self-Defense Forces have been gradually increasing. I hope that you would become government officials who can flexibly and appropriately deal with the changes in the international community with a global perspective."

On April 27, Opinion Exchange Forum for Heads of Disaster Prevention and Crisis Management Departments of Prefectural Government was held.

On April 27, an opinion exchange Forum between Heads of Disaster Prevention and Crisis Management Departments of Prefectural Governments and officials of the Ministry of Defense and the Self-Defense Forces was held in Tokyo. It was for the first time that the Ministry of Defense held the Forum to promote wide-ranging and close exchanges of information and opinions on responses to a variety of situations such as natural disaster and armed attacks and thereby to identify key issues, make improvements and build up more appropriate postures for cooperation.

The main topic of the Forum was major disaster response operations. The commanding officers and others of the Ministry of Defense involved in the response to the Iwate-Miyagi Nairiku Earthquake that struck the Tohoku region in June 2008 spoke about their experiences, the lessons learned from the operation, and the roles of Regional Defense Bureaus in disaster response procedures. The Fire and Disaster Management Agency detailed the activities of the Emergency Fire and Disaster Management Support Team, while representatives from Miyagi prefecture explained the prefectural government response to the earthquake and the lessons learned from the operation.

The Forum also explained and discussed the response of the Self-Defense Forces to the ballistic Missile Launch by North Korea, the government response to the swine flu, and anti-piracy measures off the coast of Somalia and in the Gulf of Aden. The Ministry of Defense will continue to hold the Forum hereafter without interruption.

New-type flu response (quarantine supports)

On April 28, recognizing that the outbreak of declaring the new-type flu was the nation's most important crisis management issue, the government decided to reinforce countermeasures to deal with the outbreak of swine flu in Mexico and other countries tackle the flu with all its strength, and take appropriate measures under the Basic Response Guidelines.

Based on a request from the Ministry of Health, Labour and Welfare, the Ministry of Defense dispatched around 30 personnel consisting of doctors, registered nurses and assistant nurses, to the Narita Airport Quarantine Station on April 30 to provide assistance with stricter immigration and quarantine procedures.

An additional 21 personnel were dispatched in May following the confirmation of domestic swine flu cases in Japan. Doctors, registered nurses and assistant nurses were also sent to Kansai and Chubu airports.
