Minister of State for Defense Fukushiro Nukaga visited Kuwait July 16-19. There he met the tenth Ground Self-Defense Force (GSDF) Iraq contingent, which had withdrawn from Samawah upon completing its reconstruction assistance mission there. He also inspected the GSDF Iraq redeployment support unit and the Air Self-Defense Force reconstruction assistance air transport unit and spoke directly with personnel, encouraging them. In his formal address to personnel, he said, "You have brilliantly accomplished the mission assigned by the nation. I hope that, nourished by this experience, you will put it to good use for the sake of your own lives, society, the nation, and the world." During his stay in Kuwait Nukaga also called on the defense and foreign ministers and inspected the U.S. Army's Camp Arifjan and Camp Virginia.
In addition, Nukaga visited Indonesia August 7-10, where he held talks with Defense Minister Juwono Sudarsono. The two defense top leaders discussed disaster relief cooperation, security in the Strait of Malacca, trends in China and North Korea, and other subjects. At a press conference following the talks, Nukaga expressed condolences for those killed by the tsunami that hit Sumatra in December 2004 and the recent Java earthquake and stated, "We are thinking about ways in which we can minimize the damage caused by large-scale international disasters and contribute to reconstruction efforts by dispatching Self-Defense Forces personnel." While in Indonesia Nukaga also paid courtesy calls on President Susilo Bambang Yudhoyono and Vice-President Jusuf Kalla.
