Operation Order to Implement a Nuclear Disaster Relief Mission by the Self-Defense Forces in light of the Emergency Nuclear Situation at Tokyo Electric Power Company’s Fukushima Daiichi Nuclear Power Station and Fukushima Daini Nuclear Power Station

1.
At 19:20 on 11 March 2011, in response to the situation at Tokyo Electric Power Company (TEPCO)’s Fukushima Daiichi Nuclear Power Station, and in line with the provisions of Article 15, Section 2 of the Act on Special Measures Concerning Nuclear Emergency Preparedness (Act No. 156 of December 17, 1999), the Prime Minister proclaimed a nuclear state of emergency (Defined in the same section as “Declaration of Nuclear Emergency,” used with the same meaning henceforth).

The Prime Minister established a Headquarters for Nuclear Disaster Response at the Office of the Prime Minister of Japan under Article 16, Section 1 of the same act. In accordance with Article 20, Section 4 of the act, the chair of the Headquarters requested the Minister of Defense to dispatch the Self-Defense Forces (SDF).

In addition, at 09:15 of 12 March, in response to the situation at Tokyo Electric Power Company (TEPCO)’s Fukushima Daini Nuclear Power Station, and in line with the provisions of Article 15, Section 2 of the aforementioned act, the Prime Minister announced another declaration of a nuclear state of emergency, and as the chair of the Headquarters for Nuclear Disaster Response, he requested that the Minister of Defense dispatch the SDF as well.

The SDF will implement a nuclear disaster relief mission as defined within Article 2, Clause 4 of the Directive concerning the Dispatch of Self-Defense Forces for a Nuclear Disaster Relief Mission (Directive No. 75 of 2000).

Each Commanding General, the Army Headquarters, the Commander of Central Readiness Force, the Commander of Signal Brigade, the Commander of Military Police, the Commander of Ground Self-Defense Forces Central Transportation Management Command, the Commandant of the Chemical School, the Commander of the Kanto Depot, the Commander in Chief of the Self-Defense Fleet, each Commandant of Maritime Self-Defense Force Regional Districts, and the Commander of Intelligence Security Unit: Implement necessary assistance.

4.
The Commander of Air Support Command: Follow the orders of the Commander of Air Defense Command in implementing the nuclear disaster relief mission.

5.
The Commander of the Air Defense Command: Implement necessary assistance, in addition to giving instructions to the Commander of Air Support Command.

6.
The Chief of Staff of the Joint Staff will give instructions regarding necessary details related to the implementation of this order.

7.
Order No. 4 (11 March 2011) shall be rescinded.
